Hello,
I recently played a game against an opponent who used the Decurion Detachment from codex Necrons and also had a Aegis Defense Line. We agreed to use bound lists and it wasn’t until the game was over that I noticed that the Decurion Detachment does not have a fortification slot like the CAD. I asked my opponent about this afterwards and he said that its legal because the stronghold assault book entries are treated as formations now.
I'm not to sure that's how its supposed to work but I can't find anything to support either argument other than the CAD has an actual slot for a fortification.

You answered the question. Until he shows you a rule that states otherwise, stronghold assault book entries are not treated as formations. You need a formation slot to take fortifications.

My guess is that he was using something like Battlescribe to build his army. In BS, fortifications are their own detachment (probably to avoid a host of issues that would arise if every fortification was listed under each army), but in the rules, you need a detachment that allows a fortification to use one. The decurion does not allow that.

Guys like those guys are always bringing aegis lines for the extra cheese. I bet their armies are poorly painted to minimum tournament standards.
Although I was under the impression that was possible too.
Battle scribe allows you to take a formation of a fortification. You can pick anything from the list of fortifications. Maybe it stems from there.

Seems to be a common mistake with people assuming you can take a fortification. However it is wrong none of the big formation detachments allows a fortification, particularly bizarre in the case of the Tau.

Ahhh, another reason why people need to have the codex and not follow army building programs blindly. Don't get me wrong I love Army builder but some people put too much trust in some of these new programs I see out there.

Always have your codex and expect the same of your opponent. It's not just a common courtesy in 40k, but in generally all games.
I love the look on my opponent's face when I bring out a hilarious amount of paperwork for my tyranids to prove that, yes, my mucolids come back after going boom on a 4+ because of a formation he didn't even know existed before this.

Do people really show up to games with no books/pdfs? I'm not a stickler for how you got your rules or what format they are, but idk if i would play against someone that has nothing on them.

Library is a little melodramatic, but I do see your point. A diversely built 1850 point army might need upwards of 5 rules sources. This is the main reason I put everything on my tablet. Even if there are a thousand books, it's still one tablet. I never have to carry much around at all.
To stave off the "yeah, but I don't own a tablet" thing... this is not a cheap hobby. You can get an inexpensive tablet for far less than your 1850 point army. I bought the tablet by simply redirecting several months worth of hobby budget.
