Also getting the Phoenix Lord Irillyth for them, but i can't find the rules anywhere.

The PDF is no longer available. The most up to date rules are in the $70 book.

As above the tiles are in the 2015 IA11 2nd edition. Nowhere else.

I can confirm, I just bought it book off the forgeworld website last month. It is the updated version. To my knowledge there are no PDFs of it leaked yet.
