I remember most the conjecture and speculation for the tidewall to be that it was fairly alright and even op, but now that people have it and have played with it, I'd like to ask if it still holds up and really is alright, or even op.

I haven't seen it at all in the ITC bat reps, so I'm guessing it was just ok as I had guessed. The problem is that it restricts your mobility and Tau is a very mobile army, the rail gun is nice but it's not that great and you still have to invest in all the other stuff.
I think those that thought it was op were still thinking of old school gun line Tau which isn't really good right now, and generally the Tidewall will do more harm than good to you.

In a CAD I really like the platform with the free drones. 60 points for a moving cover save with 4 marker drones. Discount the cost of drones, and it's 4 points. That is easily the best 4 points spent in the game.

Your only allowed Terrain or a Lord of War with the ITC or am I remembering wrong?
If so I think that explains why we don't see it. The Stormsurge is simply too useful most of the time and there are just better things.
I would prefer fielding the drone relay or maybe the shield part solo as opposed to the whole thing.

ITC restricts networks of fortifications. This means you could only take one piece of the tidewall under ITC rules.

Its not one or the other. You just only get 1 of each and you can;t do fortification netowrks
