Yes, it's possible, provided the model has access to the proper options according to its unit's army list entry.

This forum isn't here for giving you the rules for doing so, though. That's what your codex is for.

Seargeants usally can swap chainsword and/or bolt pistol for melee weapons, I thought? The and / or allows both to be swapped.

Do you need it for aesthetic reasons, or to do a niche job on the tabletop? Just having a bolt pistol will still give you the +1 attack.

The and/or will let you do it, you pay the points to replace the bolt pistol, and the points a second time to replace the CCW.

For aesthetics its possible and most kits give a power sword on one side or the other. Gameplay wise don't bother, it's paying 15pts to lose your shooting ability. The only good way to do it would be to give him two different power weapons (Axe and Sword for example)

I think Blood Angels Death Company are also. At least, I seem to remember a ridiculous exercise in coming up with the most expensive unit possible and a 30 man strong Death Company unit, all with Jump Packs and dual Thunder Hammers was very close to the top of the list.

Any SM character can but as others have said why bother? It is a single extra attack that you would be getting anyway.

My guess? It's a painting competition that requires the models to be game legal. Doesn't matter how (in)efficient the option is, only that it's legal.

Since it wouldn't matter rules-wise if the model had a bolt pistol or ccw and a power sword, versus two power swords, you could just model it with two swords and save yourself the extra 15 points. You wouldn't be tricking or confusing your opponent, since there is no advantage to dual power swords, plus it would look extra awesome. Go forth and have fun.

Grey Knight often take two Falchions, which is two Power Swords. If you're looking for parts, grab that sprue and have fun. I've been using a bunch of their swords for 30k to kit out my veteran squads however I like.
