I guess you are after fear on the cultists, which you won't get.
Afaik the Helcult is chosen from the Supplement and not any of the regular books. Your Helcult will not gain fear or anything like that, but count as a formation with the Chaos Space Marine Faction with the rules described in the supplement.

IIRC they don't belong to any of CSM factions. They have their own dataslate.

The logic behind is that the dataslate only says " Chaos SPace Marines faction"
Be it CS or BL, they use the CSM faction lists.
In a sens its like a White scars using a gladius formation, even though the gladius restriction is " Space Marines faction".

The Helcult formation belongs to the CSM faction. Only really relevant to Levels of Alliance, so they're Battle Brothers.
