I'm about to embark on my fourth and final army (I currently have Orks, Iron Warriors, and Protectorate of Menoth). I' not doing this to play a particular system. I'm doing this because I love dwarves and I love the idea of a big bad ass dwarf army with all the bells and whistles.
I'm also doing this because I want a crap ton of dwarves for the dwarf themed D&D campaign I'm about to start running.

So, what I'm looking for is the most metal, bad assed, hardcore fantasy style dwarf minis on the market.

Styrene preferred over metal and metal over PVC or Resin, but ultimately style is more important than material.

Obviously cheaper is better, but I'll budget how I have to.

Going to start with a few kits as a reward to myself for ending a year long unemployment streak.

Avatars of War have probably some of the gruffest, toughest, meanest looking Dwarfs on the market.

Russian Alternative has their restic Chaos Dwarfs on sale for half off right now, if big hat dorfs are something you're interested in. Currently 16 dollars US with free shipping for 10 guys is certainly not a bad deal.

Avatars of War. But buy off a retail site that has them in stock. AoW has some fame of being slow with shipping, but their product is awesome.

Reality is a nice place to visit, but I'd hate to live there.

Scibor does a lot of characterful models. I think they're better suited for personalities and heroes.

Rank and file, especially in large quantities? I'd still say Avatars of War. Plus a lot are in actual plastic as well.

I'm certain that the Slayers are the only hard plastic regiment that Avatars of War has produced so far, all the rest are PVC which despite some people's hatred for actually works fairly well with their Dwarf miniatures since they're all fairly thick and solid models. I own pretty much all their released Dwarf regiments so far and i'd definitely recommend them at least as an alternative to GW. (AoW's communication is notoriously terrible though, so as others have said purchase from an online retailer if you're interested.)

Titan forge also have some awesome steampunk dwarf machines, but along with AoW they are definitely ranked among the top 10 worst miniature companies that i have ever encountered. They ran a Kickstarter and after a certain point became almost impossible to contact, some unlucky backers had to practically harass them non-stop for almost a year to get their models sent out. (I'm still in this situation myself, but its purely my fault since i forgot i even backed the campaign and missed sending in the pledge manager for a few months.)

Great models, But buy them from an online retailer if you can even find them for sale.

What about the dwarfs from MOM miniatures? They look good in pictures and fairly priced. Might fit well with avatars of war. Both are Spanish companies I believe.

Right now, MOM has one of the best (if not flat out the best) price/quality ratios in the medieval fantasy range. Actually I'd recommend them over AoW without a second though. I have their "northern warriors" and they're excellent models. Just be aware it's a small company that casts only in resin, the models will need a bit of cleaning up before getting to the paint stage.

I had to partially resculpt this one's backfoot. In all honesty it was the only model out of the 12-man regiment that came with a casting fault.

Any dwarf with a full helm is already better than any of his non- helmed brethren (and I don't need to paint his ugly bearded mug either). The plastic GW Iron Drakes have some nice helmets as well, with big chunky metal beards on 'em, but I thought they were a little on the small side.

Could be because I was expecting them more the size of Forge Father Forge Guard for some reason.

I also took it upon myself to order some of those plastic Russian Alternative figures I'm curious how they stack up to Mantic's abyssal dwarfs (who also have some nice helmets that cover their faces).
