So I have this guy on Ignore and I'm still able to receive PMs from him? I'm not sure if this is intentional or not but surely there can be a way to stop people messaging me?

Yes, the Ignore function has no effect on PMs.

The difference is that Ignoring someone stops you from seeing their posts unless you want to.

You already have that option for every single PM, by simply not opening them.

Which is a good thing. If the ignore was due to some personal feud, this allows them to make amends and vice versa.

Or heaven forbid, completely ignore the mods.
