Is this a possible fluff scenario for my own fluff campaign.

Before 40k a sector was lost to a warp storm. Rather than being lost to chaos the sector bans together. When the warp storm goes away the emperum regains the sector. They are slightly mad about being left. Through time they believe their sector deserves resources to gain more worlds. Instead they are sent out to war zones to die in the millions. A saint comes through and unifies them further. Later she dies of age and world is dedicated to her.

Towards 40k the saint is said to reappear and says that terra is corrupted by officials. In this sector lives aren't wasted and governors are thrown out if they have wealth. The sector does well with forge worlds and armored sectors. They branch out and take own worlds for themselves to share the God emperors vision of judgement and fairness.

Occurring at same time a space marine chapter was given the sector to recruit and monitor out of after the warp storm. Through the centuries the sectors vision of goodness is seeped into the chapter and they too start to see the corruption. They start to help develop the garrisons and guardsmen as they take on mor worlds and fortify the worlds close to the warp jump. Later they pretend to lose two companies to a warp disaster. Only they are hidden and are taking more recruits.

The sector starts sending less and less troops before finally United under this saints vision of spreading goodness and destroying corruption in the sector and branching out.

This leads to billions of guardsmen helping the crusade of good(I'll renaim later). So it's more led by guard and space marines helping.

What doesn't work. Is it to sabbat crusade 2.0?

It's certainly interesting. I'm getting sick of reading about Space Marine Chapters and Legions who are arrogant and aloof towards the humans they are supposed to be protecting -- 40K has drifted very far towards being Astartes-only ever since the Heresy series started, and the ordinary humans who make up the Imperium are almost irrelevant now.

Your fluff kind of turns that around and shows a Chapter who are "corrupted" by the ideals of the humans they recruit from. Bear in mind this Chapter would certainly be declared renegade, and would have significant forces sent against them once the Imperium got its act together. A renegade Chapter is far more of a threat than a few rebellious worlds and the Imperium would act as quickly as it could once the truth was out.

Yea I'm thinking rebellious sector who tries to win more worlds with their ideology and ways they believe the emperor truly wants its people ruled. Wouldn't be turning chaos. And I'd imagine even in fluff a few chapters couldn't withstand a sectors worth of guardsmen. Let alone try to re conquer planets. Also being a lone warp jump allows for easier planned siege defense. The crusade would branch out with convention ships more than warp travel.
