Why exactly is it that only blood angels and their chapters have these kinds of dreadnoughts? In one sentence on the wiki it mentions in extremely rare cases another chapter might have one but why is it so much rarer for other chapters to do this? Is it something to do with the culture of the chapter?(I don't have a deep knowledge of the Blood Angels history and relation to psykers)

Big S was def one of the few Primarchs on the side of the Librarians in the first place so the BA definitely have a special relationship which would justify this.
Seeing as every TS is a psyker it could be argued that every TS dreadnaught is a Librarian dreadnaught

The reason only BA have Furioso Librarian Dreadnoughts is because a Techmarine found the STC for Furioso Dreadnoughts around m35 and made one that could use a dead psyker's warp powers. And because BA are special snowflake douches they don't share their STC's (As a Blood Angels player I think it's funny how they irritate the Mechanicus)
It is hinted at/rumored that there are different patterns of Psychic Dreadnoughts used by non-Blood Angels descendants, but they are described as being a lot more uncommon, the lore doesn't really cover them so I don't know about them. I do hope someone does, as I find this topic quite interesting.

I personally find the entire concept of librarian dreads stupid. Dreads are not awake much. They sleep until needed. Being a psycher is a full time gig. Its not something you can turn on and off. I'd think the prolonged sleep that dreads have to go through to maintain their sanity would greatly interfere with what is required to be a sane and in control psycher.
Game mechanic wise its also stupid. Here is a LD stat for a vehicle that only needs it in one very specific instance. I'd think that once your given a stat such as LD if it can be used for one thing it should be used for everything that LD matters.

Dreads go into stasis sleep, not normal sleep. They literally stop time to sleep.

Well to be fair, the Librarian Dread was introduced in the 5th ed. BA codex. The same codex where Matt Ward introduced a large number of things that just shouldn't have been and pretty much started changing the landscape of 40K forever forward.
Its also not surprising that there isn't very good fluff explanation for them and their lack of presence, since well... it is Matt Ward fluff too.

AAaahh yes I have heard of this "Ward Fluff" and it's general mediocrity. Frankly that would...kind of explain a lot of it, I've heard his works tend to not be fleshed out very well or at all.

The main reason that librarian dreadnoughts are rare is that Librarians have an incredibly short shelf-life. It's very, very rare for one to survive anything that would cripple it enough to require dreadnoughting, because they tend to burn themselves out in heroic last stands or explode.
The thing about Furiosos is that they don't bother waiting for the Librarian to be injured before entombing him.

Not every thousand son was a psyker. That's why there are rubric marines. They're the thousand sons who weren't psykers.
