Can any Space Marine dual wield: pistols or melee weapons? Are there any restrictions, such as Assault Marines / Terminators only? If able, could a Tactical Marine dual-wield combi-plasma pistols?

No, not any space marine can dual wield. Only those who come with two melee weapons (such as Assault Marines) or who can swap out a weapon for a melee weapon (such as Crusader Initiates).
A standard Tactical Marine does not have permission to swap out their Boltgun for a Pistol. But his Sergeant does.
And there is no such thing as combi-plasma pistols. Combi-plasmas are full up rifles/carbines. Even if there were, they would probably only save 5 pts over just getting a Plasma/Grav Pistol, so little point unless it is across a whole army.

I don't know if you have any interest at all in the Horus Heresy expansion for 40k, i.e. "30k", but there are Legion Destroyer Squads. They're basically Tactical Marines who dual wield Bolt Pistols and have the option to take assault friendly special weapons, jump packs, and some Plasma Pistols/Hand Flamers.
It's a pretty hot looking unit. I'm using some of my NUMEROUS spare Bolt Pistol arms to make a Destroyer Squad out of my Battle for Calth plastic Marines.

Actually, if I am reading the rule correctly most Sergeants can be upgraded to run dual pistols or dual melee weapons. For example, you could take a bolt pistol and a Grav-pistol.

Tactical marines are space snobs, who believe the combat knife is a weapon only befitting the most lowly of scouts.
As such, even though they all carry a bolt pistol and a combat knife to battle, they will never use the two at the same time, instead preferring to brawl with their mighty, emperor-blessed, fists.
Only when turning to chaos is there a chance that a marine will lower himself to the ignominy of using his combat knife in melee, but it will take a bribe of two space cookies per marine to do so.
