Hi, my friend plays chaos but has lost most of his drive due to chaos feeling the age and the suck. Well im here hoping to ask you great group of people what is a good ITC format chaos list. 3 sources and forgeworld allowed. He has that over priced khorn LOW and the brass scorpion and he doesnt want to buy any super expensive models right now. So going off that, feed me some ideas so that i can talk him into going to mobicon soon and getting him back in the hobby.
The tournament is technically 1864 points due to a theme so it can be over 1850 a bit. Thank you in advance!

IMHO, just keep CSM on the shelf and play Eldar. If ge wants to win without needing so much skill then play scat bike and wraith knight eldars.

Well, CSM is kinda hurting right now, and there are some matchups they just cant play against. Especially in a competitive environment. Is he also a daemon player or just standard CSM?

Personally I don't use SHVs or forgeworld, but I know the brass scorpion is the better choice of the two SHVs because, as you said, The Khorne Lord of Skulls just too expensive. Making it at best a shelf centerpiece and at worse an angry looking paperweight. I hear good things about sicarans and fire raptors, though they are both forgeworld, so price may be an issue you there.

As far as base CSM go, the best tools in our disposal are flying L3 psyker nurgle daemon princes, belakor for invisibility, nurgle chaos spawn for very durable and fast escort and early game tarpits, cultists cause they are cheap, maulerfiends for the same reason as spawns, and the spell familiar is hands down the best psyker equipment out there, and our sorcerers are the only ones to get them. Just make sure to leave them unmarked since all the god powers bite. Heldrakes are still good, they just require more thought than they used to.

Basically, any list you make with CSM is gonna need to be about 60 -70% "acceptable losses" with the remaining being there to play the mission, and that is the only way you can succeed with CSM.

You HAVE to play the mission, you're gonna get outshot by almost everyone else, and nothing worth actually getting into assault with is gonna be fast enough to catch anything that matters.So that means a lot of cultists hiding on objectives and a lot of spawn tarpitting the scary stuff. At least all the grav you'll see wont matter much against them.

Put simply, It's gonna be an uphill fight no matter who he plays against, and with the competitive 40K environment already being turned past eleven, I don't recommend trying to rekindle his interest in the hobby in this format. He's just gonna end up more frustrated and end up being pushed further away. If you want to bring him back into the hobby, play the game in a very casual format with very casual lists, For base CSM, the game is basically only playable in the beer and pretzels mindset.

That all being said, forgeworld, daemon allies, and renegades and heretics are gonna up CSM's power quite a bit. But your better off bringing one of those allies and just having CSM play piggyback on their competitive list.

I'll second Mr_Piddlez, unless he's got a typhon, sicarans and a fire raptor, he's not going to be winning much.

Trade the balestar for 10 points and a spell familiar if you prefer Invis/shrouded/shriek or endurance/enfeeble/iron arm over prescience/4++/rending/scriers.

Change the Oblits for another sicaran and a handful of points if you don't mind your sorc rolling maelific, or possibly change them out for rapier weapons batteries if you just want pure punch instead of some mobility and versatility.

Still can't deal with a WK though, but the typhon will put the fear of Chaos into the scatbikes until the WK knocks it out

He does have demons but i dont think he has much other then khorn deamons and a maybe 10 spawn. And i think he has fate weaver and belacore.

Thank you guys. Ill be relaying most of this to him. We are hoping that the new vhaos dex drops soonish.

Keep in mind Daemons are a whole different kettle of fish, though if he's got mainly khorne, yeah, same boat as CSM I'm afraid.

Most of the reliable rumourmongers all agree that the new CSM dex won't happen until early-mid 2017, so yeah, your mate is probably best to walk away for a while if he's not going to be collecting another army because it looks like CSM is going to remain unplayable for quite a while longer.

Take a kytan. Take an allied daemons detachment with fateweaver and a Herald. Grimoire the kytan and give it prescience and you will wreak havoc.

I often run csm main because I like them a lot. Using daemons to fill some holes makes you better and it's super fluffy!

Daemonkin is also quite strong and he could look at that.
