I want to say Avatars of War but I'm not sure.
After some googling it seems they might be from the Mortis Engine kit from GW.

They're the ghosts from the Coven Throne/Mortis Engine kit. You should be able to find them fairly easily, because they are only usable for one of the builds and end up in people's bitz boxes.

Are they like standard GW infantry-sized?
EDIT: Nevermind, I can get a sense by looking at the Moris Engine on GW's site.

Naw bro they're pretty long, but like in the image you posted they've probably had half their cloak 'bodies' removed - they stretch out to be quite long. You can cut them down to size as you please and they'll look all right, since they're mostly 'cloak'. I have some laying around if you want me to post some scale pics.

The actual torso/body of the ghost is about right if you cut them down to size, but obviously the whole thing is way off normal infantry.
