Yeah, I'm not super sure what's going on either.

The first list only totals out at just shy of 1250pts, not the 2540 listed, are we meant to be choosing between the two or considering them as one?

Deathwing Vehicle isn't an option for Land Raiders in the most recent codex edition, are you using the 6th edition one instead?

A Librarian cannot take a Chainfist - he does not have access to the Terminator Weapons list (at least, not the 7th edition list. He does in 6th edition but that list only contains combi-weapons, so still no), and frankly I'd stick with a Force weapon even if he did have the option.

You could quite easily make a bound list by splitting the Tactical squad into two squads (means ending up with an extra basic sergeant, but it doesn't cost anything extra, can still take a bolter, and you shouldn't have any problem using a standard tactical marine for the model (with perhaps some way of remembering that he's a character incase of challenges).

The first list is very terminator-deathstar heavy, using the Crusader as a delivery method. It'd be fairly brutal against lists not able to deal with the AV14 before it unloads, or unable to deal with the 2+'es once they're in the thick of it (or continually throw disposable units at it). The dreadnoughts will struggle to reach melee to make full use of their points.

The second list has a bit more speed in the form of the bike squad (good for cracking transports), but the massive terminator sink is now bigger (with a CM as well) but now lacks a delivery method, meaning they will struggle to get into combat (if they don't make it to combat, terminators will struggle to make their points back. I'm sensing a theme in my comments...).
