So this is probably a silly question but a friend was asking and i don't know off the top of my head the 100% correct answer.

(assuming the rolled to come in this turn)
If you have a unit of terminators deep striking in reserve...And have a scout speeder with a teleport homer, can that unit scout move before your reserves are actually deployed ?

Scout move is after Deployment. Deep Strike happens when your turn starts.

Different units. Sorry if I was not clear.

Essentially Roll for terminators to come in from reserve..

Can an already deployed Scout speeder with a teleport homer make its scout move before those terminators have to deepstrike?

and yes this is possible with GKs reserve rolling turn 1.

Hmm I will need to reread that section, I thought it was during your first turn.. I could be wrong, haven't had to do it in a long time.

Yeah, sorry, re-read the question before you posted. Scout move is part of the deployment, Deep Strikes are not.

Short answer if it isn't clear:

Yes. You may do precisely what you are asking.

Here's a sequence for you:
"Before the game begins" Events happen (Warlord traits, etc)
First player deploys all units except infiltrators
Second player deploys all units except infiltrators
Roll Off - Winner determines who deploys infiltrators first (in this case it's generally to your advantage to deploy your infiltrators second)
First player deploys all infiltrators
Second player deploys all infiltrators
Roll Off - Winner determines who redeploys a scout unit first
First player redeploys one scout unit
Second player redeploys one scout unit
Players alternate remaining scout unit's redeployment
Player to initially deploy second may attempt to seize the initiative (Assuming the scenario allows it)
Game Turn 1 Begins.
Player Turn 1 Begins.
Start of Turn Events (Reserves that are allowed to roll, or automatically arrive, arrive here.) Homing Beacons must be on the board already at this point to work.
Movement Phase Begins and turns progress from here.
