I was recently introduced to the game and chosen Space Wolves.

Blood Claws rules state if squad of 15, they may take 2 items from Special Weapons list.

One BC can be upgraded to Wolf Guard Pack Leader.

Can they still be a pack of 15 + 1 WGPL and take 2 special weapons, or they must be 14 BC + 1 WGPL and can only take 1 special weapon, or WGPL counts as BC and 2 special weapons are allowed?

If it says "15 Blood Claws" you enter the whole debate around whether or not a model can recieve an upgrade weapon then be upgraded to a Sergeant. Its not quite the same but the same general idea, and it never ends well.

If it says 15 models, then it doesn't matter what models they are, Blood Claws or Wolf Guard, its ok.

It does say '15 models'. Hence I can take a 2nd Spec Weap.

To me, a unit of 15 implies 14 dudes plus leader / champ / whatever. The leader is part of the unit.

I don't think you can give the leader / champ the special weapon - they normally have their own separate upgrades list.

So far I understand that you have 15 dudes (models). One of them is the WGPL with his own weapons.

Since there are 15 of them, 2 other than the WGPL can have a Special Weap each. So 2 dudes with SW and WGPL with his own weapons.
