I've never been able to find anywhere where it says an Allied Detachment has to be from a different codex. Interestingly, the new SM codex says that if you take an Allied Detachment, it must be from another chapter, and even more interestingly, it does not specify different Chapter Tactics, only a different Chapter... This is the only place I've ever been able to find any mention of the issue.
Is this dealt with somewhere, and if so, where?

It right in the Restrictions of Allied Detachmet, has to be a different faction then your primary detachment.

Hahahahaha! How the hell have I missed that all this time? Even just now when I went to check, I had to check it twice to find it... Stupid internet and always scanning pages for nuggets of info has taken away my basic ability to just read something it seems.

Space marines gives an exception because of how self-restrictive, particularly towards Special characters, that the chapter tactics system is, and so permitting people who have different special characters (such as Calgar and Vulkan), something actively encouraged by 5th Ed codex and outlawed in 6th and 7th, don't have their armies completely invalidated

I'm a little disappointed they didn't keep the text from 6th that clarified that units with the same Chapter Tactics could be considered essentially the same Chapter. In my immense backlog of plans for cool stuff to do I had the idea that I thought it would be neat to include some successor Chapter Squads for my main Marine army and some smaller Detachments of other Chapters I was hoping to get together.

Weboflies: same issue you had with allied detachments: 2 chapters that habe the same tactics are effectively the same chapter. You can have lysander and pedro in the same detachment as crimson fists are just imperial fists as far as the chapter tactics rules are concerned

Let's say I want to run my Tyranids in a CAD with the Ghosar Quintus Broodkin Genestealer formation that came with the Deathwatch Overkill game. Would I run the Genestealer formation as an ally or just add the formation to the army alongside my CAD?

You take the Formation alongside your CAD. The Formation does not gain the CAD benefits (objective secured,) it only gains the benefits it states in its own rules (which might have objective secured in itself, I don't know the genestealer Formation)
The CAD is a detachment, and so is the Allied Detachment. A Formation is also basically a Detachment, but it generally has much stricter rules on what it contains. So in your case you're looking at these:
Detachment ( CAD)
Detachment (Allied)
Formation (Genestealer)
Now you have your other models in your CAD, and Genestealers in your Formation, so there is nothing left to put in your Allied Detachment (since a model can't be a part of two detachments, and Formations are a type of Detachment.)
