Generally speaking, rules that are both currently out of print AND were originally published for a previous edition of Warhammer 40k aren't going to be considered by most people as valid for current play. I would expect that most organized play events would disallow it and most casual players would default to no, but might be talked into yes.

The rules for Anghkor Prok are what, a decade or more old? Do they even work with 7th Edition? Lots of old rules start breaking down after a couple of edition changes.

The rules don't actually say he can be your Warlord. They say he's a friend of the Tau and can lead Tau units... which is kind of unneeded given that he has the IC special rule and can be taken as an HQ in a Tau army. Of course he can lead Tau units!

Overall, he's a pretty mediocre HQ. The only reason you'd ever take him is to have a Kroot only force for fluff. You're better off just using the rules for an Ethereal or Cadre Firedude and then convert the model to be a Kroot with robes/staff or armor/pulse rifle. That would fit the current rules and give your your Kroot HQ.
