I'm not new to daemons, but I'm pretty new to Tzeench. Especially to mono tzeench. So, simply, can people please explain the screamer star to me?

You take level 3 heralds on disks and put them in a unit of screamers. You grimoire them and cast either forewarning or cursed earth. Gives you a 2++ Invul with can be rereolled due to daemon of Tzeentch.

At least one of the heralds should have flickering fire so you can put out up to 4D6 s6 AP4 per turn (with the exalted locus of conjugation for the +1s). The screamers also get 3 attacks base so that's nothing to scoff at in CC. They can also swap for one s5 ap2 armourbane each, so walkers can't tarpit them.
They don't put out a TON of damage, but they're very good for board control, just watch out for GMCs stomping you to death.

They used to put out more damage when each herald could cast flickering fire individually but that changed in 7th Ed. So they are less effective than they used to be but you can still make them very resilient with a grimoire and Cursed Earth rerollable 2++. Good for board control and using their slashing attack move, grabbing objectives etc. You can even split the heralds off if needed to grab objectives late on.

Yeah, some people don't think that restriction actually exists.
The psychic rules are a mess. I personally believe the unit can cast flickering fire once per psyker. It's up to who you play against and their interpretation.

Just to throw this out there -- have you looked at the burning skyhost formation.
It's not an unkillable screamer star, but it's 9 different threats, and increases the flyby damage by 50%. It also adds soul blaze and warpflame over anything you hit.

Its more of a toolbox/board control unit than anything. It can summon, shoot flicker fire multiple times (depending on rulings), kill vehicles with lampreys , kill infantry with mass Strength 4 attacks, ignore cover with slash attack. Divination on the heralds gives even more options with ignore cover shooting (perfect timing), Rending (Misfortune), Etc. It cant just rampage across the board killing whatever it wants like wolfstar, but it gives you options.
My screamerstar is as follows:
Lvl 3 - Disk - Grim
Lvl 3 - Disk - Paradox - Locus of conjuration
Lvl 3 - Disk - Portal or Doomstone
9 Screamers

Because it simply doesn't exist, but people are not consistent enough in their rule interpretation to see it.

Warpflame adds FNP to any unit that survives and passes the Toughness test, right? That could play against you rather quickly. Just be careful of that. I had some 4+ FNP Wulfen the other night and they were starting to get rather durable. Too bad I was playing against a Flying Circus and they had nothing to assault all game!

As many as you can afford. Personnaly, I never play a screamstar with less than 7 screamers. When building a list, I always start paying for 9 screamers, but very often end up going down to 8 to afford whatever option in my list.

Herald, level 3, grimoire
Herald, level 3, exalted locus
Herald, level 1, endless grimoire, exalted locus
Do the locus stack?
In my meta we play the psykers as individual units for casting multiple witch fires, and we don't limit them to only being able to cast as many powers as their mastery level.

Loci don't stack, no.
Keep in mind ITC restricts 2+ rerollables to a 2+/4+.
Still pretty good but makes the screamerstar a lot worse.
You can't have two grimoires, paradox is an auto-take on the star currently.
I run mine light these days as D still makes them sad.
8x Screamers
Lvl 3 Herald on Disc Paradox
Lvl 3 Herald on Disc Grimoire
I make sure I have enough rolls on maelific to get cursed earth in the list.
The other critical part to the screamerstar that nobody has mentioned is Fateweaver.
The ability to reroll the grimoire d6 is critical to their success, you have to make it consistent. Fateweaver is also an insanely cost efficient character and has great defensive stats also. You really need a way to manipulate the warpstorm table too so he fills a lot of rolls.

My bad, they weren't fully listed. Ya you can take the two different grimoires. Paradox let's you guarantee warp charge 3 spells with only 5 dice. 2 Warp charge spells on 3 dice. There are tons of important spells we really want to insure go off, prescience/the rending divination spell/incursion/summoning etc. I really don't like the endless grimoire, can't run fateweaver with it. Plus Kairos always has access to all of change and is more mobile than your star for shooting his D. It's pretty expensive too.

It's even better than we are letting on too.
It operates with PERFECT information, unlike spell familiars and junk.
It also gets to protect your 2 wound heralds from perils at times.
Often times it lets you cast multiple spells with the confidence that you will for sure generate enough charges. 7 dice on 3 wc is still statistically going to go off without the paradox's help.
On top of all that it really lets you sucker punch players that want to fight you in the psychic phase. Cast the important power you want with a bunch of dice to draw out their dispels and just slam your paradox on the next spell with as few as dice as you need.
Really gives you an edge in a phase that can be contested.
And it's only 25 points.

So if you throw 3 dice at a 2 wc spell you can get a bunch of different results.
The successes are good for you so ignoring those you either get 2 or 3 failled warp charges.
Both of those results can be flipped into successes thus guaranteeing the power for minimal points.
double 1's will flip into perils mind you but like I said earlier, perfect information always gives you that option which is so critical in warhammer.

Oh, I see....I never saw it that way. So I'm assuming the higher the cast value the less reliable it is. So, for example, flicker fire at warp charge 3, I'm assuming 5 dice is what guarantees the power. Would I be right?

Just make sure you don't roll double 1s. Then flipping them over to guarantee the cast will cause a perils. If you're not running Fateweaver don't even bother with a screamer star. You will fail grim wayyyy to often without the re-roll. It simply does not work.

yes with no kairos no reason to play a screamerstar, you risk 1st time you fail grimorie (and happen often) you lost about 600pts 9 CW and lot of powers, suggest you dont try it, i played screamerstar for long time it needs kairos, unless you are a very lucky player  .

Playing a Screamerstar obviously involves having Fateweaver around, buffing the Screamers with the grimoire most of the time and fishing for cursed earth with as many Heralds as it takes for the 2++ re-rollable. Having made all that effort to get the Screamers to 2++, how do you feel about including a Tzeentch Daemon Prince with the impossible robe?
