Given that the kit comes with the following for $40 USD
- Exalted Flamer
- Herald of Tzeentch (on or off disc)
- 2 Horrors ($6 value)
- 2 Screamers ($20 value)
Sure, you have add some bases and use some green stuff to finish the screamers out, but overall it's a heck of a good deal.
In game, the unit is good, but is best used in a warpflame host. I use 4 of them in my list.

The exalted flamer is a bit meh since if you move you can't fire the flamer or you have to snap fire the lascannon, but I actually have a lot of time for the chariot. As charge deterrence or midfield control for a cover camping horror squad, it's certainly not the worst 50 points you could spend as there's not many things that like str 5 ap3 torrent flamers.
If you do make the Exalted instead of the burning chariot, then you've got a free herald on disk (which is the other reason to buy the kit since it's cheaper than the finecast herald on disk for some reason).
It's a very nice kit too and nice to paint. I've got 3 burning chariots and I bought another kit for the disk herald as well.

There are some points of note about the Exalted Flamer
If someone has other suggestions for in game use I'd like to know!
Static Unit
As others have mentioned, the weapons on this guy are all 'Heavy', and the flamer has no way to get relentless without having 'Endurance'.
For practical purposes, it means that the unit is a static one on the battlefield and is only moved when there are no targets of oppertunity around it.
It also means this unit is a 'board control' unit. Start with 3 of them as close to the center as possible of your board and you will have a solid zone of control around it.
Control Range
The flamer has an effective zone of control around 18". This means that the placement of your exalted flamer is critical. You can't just start it on the back of the board and expect it to do good. You have to put them in the places were you want to deny your enemy coverage.
Independent Character
This unit is an IC and can join horror squads -- which is a nice feature.
You can use it to tank some wounds, since the flamer has 3 wounds. You can also throw wounds onto the horrors to keep the flamer alive.
Unlike the flamer, the horrors can move around it with no problems.
In Game Use
You should always take these in a warpflame host. The +1 STR to the torrent and shooting attacks are really good. STR 10 shooting lets them double out T5 targets, and the STR 6 torrent means you are wounding scat bikes on a 2+. STR 6 torrent also means they are doubling out T3 targets like scarabs or nurglings.
The exalted flamer's best use is to sit in your horror squads to detour any assault. Assault marines are much less willing to drop near your horrors when they will be eating a STR 6, AP3 torrent the next turn. Wraithknights are less willing to venture in when they will be facing D3 STR 10, AP2 shots at BS4 per exalted flamer.
In games where I did not have the flamers, my backfield horror units were always targeted by units that could cause big problems for them. With four exalted flamers added to the five backfield units I have, anything that tries to get near them gets toasted, especially when combined with the STR 7 flickering fire from the horrors.
They are not very good for solo deep strike units. Without a squad to soak up wounds, they would be targeted pretty quickly -- especially given the threat they present. You might be able to deep strike them with a unit of horrors (and run the horrors to avoid blasts). If there was a specific area of the board you needed to exhibit control on, this might be a good solution.
Cost
The flamer costs 50 points. For an extra 3 wound model, it's a good addition to a horror squad in the warpflame host.
Outside the warpflame host, I think they are a bit overpriced, but the STR 6/10 weapons are so good that they make it worth the cost.

Sorry I should have specified, I was going to get one as the number four spell from the wulfen books allows you to summon one at warp charge 2 or for warp charge 3 you get three flamers or a herald on disk

You don't get a herald on a disk, you get a Exalted Flamer chariot
Which is what you should be summoning with that spell.
