If I use a Tau CAD and then a riptide wing, can I select the riptide wing as my primary detachment and make one of them the warlord?

Yes you can, but he will not have any Warlord traits because he is not character.

No, because you must select a Character model if you have one. It's impossible to build a Tau CAD without using Character models. Since the Riptide isn't a Character, you'd need to select one of the ones in your CAD. IF you had no Characters at all in your army, you could then select a Riptide to be your Warlord, but as mentioned, it wouldn't get any Warlord Trait.

If you want a Riptide Warlord, I think the Farsight Enclave "The Eight" has a Character Riptide.

Unfortunately that also means paying the rest of the 1850 points for everyone else in the formation.
