I'm decently new to Warhammer 40k and I'm planning on using Chaos Space Marines.
However, I'd like to not spend more than €200 on a 3000 or more points army as of now.
I'd like some advice on what to add to make it a solid list and on the current weak points.

I'm probably going to buy the Dark Vengeance set and then buy an additional Chaos half of the set from someone else, along with the CSM Codex and cutters + some paint would bring me to about €160 already.
The Dark Angels will become Fallen Angels.
I'd prefer using as much of the set(s) as possible.

This'd give me:
2x Chaos Lord (QM used as Lord)
1x Aspiring Champion
1x Chaos Sorcerer (Librarian)
2x Helbrute
40x Cultists
12x Chosen
10x Fallen Angel Marines (Dark Angel Tactical Squad)
3x Fallen Angel Bikers (Dark Angel Ravenwing Squad)
5x Fallen Angel Terminators

This combined would yield about 3000 points

I'm going to be against mostly GK, Skitarii, Orks and perhaps some Tau/Necrons

For HQ I'm thinking about one or two of the following:
-Ahriman
-Typhus
-Abaddon (Lord Topknot)
-Kharn the Betrayer
-Daemon Prince

If anyone has any comments/tips/any criticism, please do share.
Though, please try to keep it constructive.

1) If you want a cheaper, more flexible and more competetive army - ally in Heretics and Renegades. It offer hordes of mutants/cultists/ex-PDF, cheap and good artillery, cheap and good anti-tank. Cheap Gigant Spawns that crawls toward your opponent, overloading his threat bord. And since mutants and the troops are a ragtag bunch you can use almost any models for them.

2) CSM characters are generally overpriced and difficult to use. The CC monsters (such as Abbadon and Typhus) have no way to reliably get into combat. The others are situational and often underpowered for their cost. Kharn is probably the best named HQ, but a bikerlord are in many cases far better for the cost.

3) If you are willing to spend some time online and wait some weeks you could look for 40k models on eBay and similar sites. Each week some player burns out and sells his collection cheaper than the store price - and they tend to be painted, too.

What H&R troops would be recommended to fill some gaps the CSM armies have?
To be fair, I'll just slap Daemonheart onto my Chaos Lord on a bike and kit him out with some weapons and artefacts.

CSM troops are expensive and not too good (CSM) or useless (cultists). RH troops are almost useless, but very cheap and can be improved with leaders, equipment and heavy weapons. Objective grabbers, speed bumps or gunline are some possibilities. Add a Dark Apostle (from CSM) to a mob of 50 mutants (from RH) to get a tarpit unit.

RH have a lot of artillery. From cheap mortars that can eliminate a squad of GEQ to heavy artillery that can kill anything less than a super heavy. Anti tank Rapier are also good and cheap.

Spawns costs 2/3 of the CSM spawns - and Gigant Spawns are available as Heavy or LoW choices. They won't kill a lot of enemies, but they will catch a lot of bullets and keep your damage dealing units alive. 80 points for a Lord of War? Yes!

Then RH have more or less the IG armory regarding vehicles, but its better to have your Ordinance as Basilisks and anti-tank as Rapiers. An exception could be the Hellhound - or a maxed squad of Sentinels with heavy flamers.

I was already planning on slapping some obliterators into my army.
If I get Dark Vengeance + another Chaos half of it, I'm getting a grand total of 40 Chaos Cultists, which could be used as mutants.
