No reason I can see they can't, there are a few things to note though (I have a similar battery here and use it the same way).
The staff team would act as normal, they are within command of the unit so they can function. Note you can only fire one bombardment though, the ZiS-3 can elect to join in or fire direct, as I read it they cannot elect to simply not fire and go to ground.
They can of course do something that means they cannot bombard, such as moving, and then elect not to fire.
Not seen anything in the rules that stops artillery out of command, or indeed with a dead command team, bombarding, if such a rule existed you would hear the screams from American players for miles.
