I've been out of the 40k game for a while do to being busy with IRL work, but I recently heard that GW was (finally!) looking into doing an an FAQ and Errata for 7th Edition.

Personally, I think this FAQ and Errata is a step in the right direction. We actually have some clarification about what Mastery Levels do (still waiting on an exact ruling on multiple psykers in the same unit) as well as other necessary fundamental clarifications.

I also appreciate that this is only the "First Draft"; GW are for once actually listening to the community about what questions they have concerning the game. This can only mean good things for future GW community engagement.

However, this FAQ does not solve the inherent power disparities between armies in 7th Edition. I think this is where groups like the ITC and others can step in to address the balance issues with their own rules. The ITC is adopting a "wait and see" approach so far, which I think is the right decision. Personally I owuld like to see the ITC use this FAQ and Errata in its final form as a baseline, with their own balancing efforts regarding the worst offenders (Eldar, Tau, D-weapons, Invisibility, 2+ re-rollable, detachment limits) being in addition to this FAQ.
