I bought the BAC box because I love Mk4 Armor but I realized that some people would be a little upset if I used Mk4 Armor for modern Black Templars. Would it be ok in the fluff to assume about 100 out of thousands of BT got a hold of Mk4 armor or not? If not, what are some 40k chapters that use a ton of Mk4 armor?

I don't see what would be wrong with that. But as for other chapters that have quite a bit of Mk IV armor (off the top of my head):

Red Scorpions
Exorcists
Raptors
and I believe the Minotaurs... but they probably have a lot of everything to be quite frank.

I'll never be able to repay CA for making GW realize that The Old World was a cash cow, left to die in a field.

Yes to Black Templars, their chapter upgrade sprue includes (rather fugly pre-FW style) MkIV helmet and torso - notable since that sprue was released almost a decade before GW added MkIV components to the vanilla marine sprues (they added a single set of MkIV legs to the tactical squad in 2013, prior to that it was all Mk5-8).

The Blood Angel sprues also include MkIV helmet & torso, so they appear to still use it as well.

Moving on to Forge World, the write-up on the armour in Imperial Armour 10 specifically noted the Red Scorpions and Iron Hands. Imperial Armour 12 specifically noted the Angels Revenant (which personally I think was a typo of Reverent..) as possessing a prized stock of them.

Chapters not specifically noted as possessing quantities, but shown with Mk4 components on at least two example marines:
Exorcists (two full suits)
Executioners (one full suit, one full suit except helmet & shoulderpads, one Mk3 suit with Mk4 helmet)
Mantis Warriors (two full suits except shoulderpads)
Marines Errant (one full suit, one Mk3 suit with Mk4 helmet)
Minotaurs (one full suit, one Mk3 with Mk4 helmet, additional full Mk4's in IA12)
Astral Claws (one full suit, one Mk3 suit with Mk4 helmet)



I don't think so, at least in Imperial Armour 9 the Raptors were notable in their armour components were almost exclusively Mk6 & 7, they didn't have a single Mk4 component.

Any 1st or 2nd founding chapter could in theory have it in significant quantities, but at least in the old fluff the generalism was that the armour was mostly a memory by the time the second founding took place - hence why the vanilla plastics contain almost no Mk4 components.

the second founding was within 20 years of the end of the heresy, so that may have been changed with the new fluff (especially since we have people like sigismund and polux involved with the 2nd founding.

It's nothing to do with time (if anything the Heresy has lengthened by a year or two - Realms of Chaos had the Death Guard's warp jump to Terra taking place in the third year of the Horus Heresy), it's down to logistics and attrition: MkIV was too advanced, the legions were struggling to maintain it let alone fabricate spare parts, and it proved very susceptible to damage ("With the Mark 4 newly in service the need for large numbers of spares had not been anticipated, so that suits quickly became unusable due to quite minor battle damage."), the modern fluff is contradictory as to the nature of its mid-heresy replacement, but the fact that one was desperately needed is still canon.

Its splattered through out the fluff on marines that the armour is past on down from marine to marine and honoured as relics of the chapter so i see no reason to think that an particular bit of a chapter couldnt have whatever type of armour you want.
