Okay so I have not played much and in a long time but found a goblin town set for cheap and thought I'd make up a list (even though it doesn't contain any goblin town stuff haha)
I wanted to go with a mixed force but I can probably swing a full isengard force...although I really want to bring either the witch king or just another ringwraith on foot.
Anyways what do you think of this list? Touch over 400 points buy is there anything really missing from the list? Was considering some Warg Riders but have never used any cavalry before are they good?

Yes, as I understand it the bow limit applies to each allied contingent, not to the army as a whole.

This is correct. Luckily, for the Haradrims is not that bad

Ah okay I thought it was for the force as a whole, since it is the same army book my bad.
I can switch it around to 3 bowman and 8 spearmen.
Should I switch it up to have a few crossbowmen with the uruk-hai army then?

Remember the Harad list has a rule that allows you to take up to 50% bows, so as long as it's still no more than 33% of your army total, it can be up to half the Haradrim (so in this case up to 6 with your current numbers- 5 Bows, Chieftain with bow, 6 Spears).

I think Paradigm is partially correct. I don't have my rulebook in front of me, but from the PDF Q&A for the Hobbit rulebook, the 50% units and the 30% units are counted separately.
Bow Limits
Q: If my force comprises warbands from army lists that feature
unusual Bow Limits (such as Azog’s Hunters, Harad & Umbar and the
Eastern Kingdoms, with a 50% Bow Limit; or Rohan™ and Elrond’s
Household that feature Warriors that ignore the Bow Limit), and pick
the remaining warbands from another army list, how will this affect my
overall Bow Limit? (pg 100)
A: In this situation, half of the Warriors in your Azog’s Hunters,
Harad & Umbar and the Eastern Kingdoms warbands (according to
the army list) can be armed with bows, and a third (rounding up)
of the remaining models in your force can be armed with bows.
In the case of the Rivendell Knights and Riders of Rohan, simply
ignore them entirely for the purposes of determining Bow Limits,
so [b]a third (rounding up) of the remaining Warriors in your force
can be armed with bows.
So, looking at the OP's original list, he could have up to 6 bows in the Harad warband (5 warriors + Chieftain) and still take four bows/crossbows in the Isenguard warband (4 Uruk Hai Warriors with Crossbow or four Uruk Hai Scouts with Bows or a mix of the two).

In an army with allied contingents, Bow Limit is not calculated across the entire force, but separately across each allied contingent. Therefore mdauben is correct in that the Isengard warband could have four bows while the Harad warband could have six bows.
