It does. Telepathy Farseer in the Council will benefit from Freakish Spectacle and Mask of Secrets, as well as potential additional negs from Terrify and Horrify.

I assume the dreamer is level 3 with a jetpack? You want the movement on the model. If you must, why not take a shimmershield on the dreamer? 5++ for him and his unit could go a long way on grots who normally only enjoy FNP.
Talk with the TO or opponent if you can select your powers (as is the wording) on the dreamer. If so, absolutely keep him with the grots with warp blink, warp tunnel, and forewarning or some other strong power.
With what you have with your corsairs, why not go with a fleet raiding company? Take hate bringers to get a free "kill a unit" secondary point. Either a single point for ITC or a whole point towards the secondary mission in NOVA format.
Overall, I like it. -3 leadership with possibly -7 to leadership is nasty.
I am still waiting to hear back about the Corsair powers. The Void Dreamer was actually just going to be on foot (since none he doesn't have any Heavy witchfires), and stuck in with the large pack of grots. The two movement powers are definitely the goal, since they make a first turn charge quite possible.
You might be right about the Shimmershield. I think it frees up a couple of points, too.
I'm definitely going to go with the raiding party, but I'm debating between Hatebringers or Titanbreakers (which can give me a much needed boost against vehicles).
