I know old starter sets used to come with small versions of the rulebook. I don't want to have to buy the GW one I just need a small one with all the info needed to play, do the starter sets still come with these or are they a thing of the past? I really don't want to get a bulky one to lug around and getting some models as well as the rules seems like a 2 birds one expensive stone situation I could get behind.

Yeah, the Dark Vengeance Box comes with a small rules book. It contains all the basic rules needed to play, you will just have to pick up an Army Codex. The Start Collecting sets do not come with a rules book though.

Just picking them up on eBay is an even better option. The rules are everywhere thanks to Stormclaw, Dark Vengeance and Bloodstorm or whatever the Nid/Blood Angel one was called all having the mini rulebooks. If you're not going to collect Dark Angels, there's no reason to get DV with how the game is shifting. Chaos builds armies for the purpose of NEVER using the models in that box if they want to stay alive past Turn 3. They do make good painting practice though, I'll grant them that, but other than those two caveats, eBay is just a better option.
