There is no limitation on the number of Interceptor Weapons may fire at a unit that came in from Reserves, with the exception that the target unit may not be around if there many different Weapons in many different units. Remember, that units and Weapon groups still fire at separate times, and Interceptor does not state anything to change this.
Also remember that Interceptor happens at the end of the Movement Phase, not when the unit comes in from Reserves, so you can choose to fire at the Drop Pods, Sternguard, Deathmarks, or whatever else that came on, regardless of when they arrived.

FAQ on their Warhammer 40,000 Facebook page has stated that the Apothecary cannot receive upgrades for Veterans, though they do not state as to why.
First off, let me state that there is nothing that defines which order that a datasheet options list is processed by. That having been said, nothing tells you to bounce around the list taking options as you want it or requires a final determination of legality based on the options presented.
If we go either by a top-down process or a final validation process, the Apothecary cannot even get the options for Special or Melee Weapons or Storm Shield in most cases. They are only for the Veteran models of the Squad, and the Apothecary is a separate model as defined by the unit profile of the datasheet. The option to upgrade the Weapons also happens after the Apothecary is upgraded, at which point he is no longer a "Veteran" model. So, with either format will leave the Apothecary with basic Weapons, but a good method helping his unit stay alive. The Company Champion, I should note, is also in this same basket of option lock as well.
This does not apply to things like the Bike upgrade, though, due to this being for "the entire squad", not just "Veteran"s.
