I don't currently own any of the books for HH, I'm waiting on the update to the Legion Army List, then planning to get that and the Army of Darkness book in one go. I'm highly interested in playing Raven Guard, and got more interested when I saw their ROW Decapitation Strike. I've been doing some research online, but am I right to believe RG are a good legion for me if I don't want to spend a lot of time/money/points on vehicles? As in, they're functional as mostly infantry? Also, I picked up the Tribune when it was available and am hoping he'd fit in with RG, should be a beast in combat, right? Or should I go for another Master of the Legion?

That Tribune armed with a Paragon Blade with Furious Charge in a group of Furious Charging Terminators would be disgustingly good, especially if they are in Tartaros armour. Sure they won't have the staying power of Firedrakes or other specialised Terminator squads, but damn.

^ that. Also they can be heavily infantry based which is how I run my army with fliers. Because of that I use Maun since he has special rules for drop pods and fliers, otherwise a generic praetor works okay.

Are fliers pretty necessary in 30k? I'm thinking of starting off at 2000 points with a couple full tac squads, praetor, consul of some kind, 1 or 2 contemptors, now I'm thinking Tartaros Termies, and a quad-gun or two, along with a mor deythan squad. I'm also trying to figure out (without having the book haha) if dark fury assault squads are good. That's not all going to fit in 2k points, but those are the units I'm mostly thinking about.

I wouldn't say they are necessary, but fluff wise they fit in with the raven guard well. As for the dark furies a 10 man squad can get 40 master crafted rending shred lightning claw attacks with S5 and I5 on the charge at ws5 plus as stated they are fluffy and that is what 30k is about.

Nah fliers arent necessary at all but they are fun, if you decide to go without fliers then probably get yourself a good anti air unit like heavy support with ml and flak.
