The council doesn't give any bonus to the WAAAGH!, it's mainly mentioned because Ghazghkull is the only
IC in our army that has PoTW built in as a Warlord Trait, which means combined with the formations' WAAAGH! every day, all day buff, it allows for a functionally fearless Ork army. Of course the main issue is the Council of WAAAGH! costing waaay too much (and it still needs a transport to be effective) and the core formation that allows you to take it is also overly restrictive on what units you have to take. So by the time you have it figured it out you only have 300-500 points to spend depending on how much you skipped on upgrades. It's really only best in larger point games where you can actually take other stuff that benefits from it more effectively like 2500+ point games which people rarely do for pick-up games.
