GK CAD

2x GK Libby lvl3/ 1xLibre Demonica / hammers / stormbolter

10x GKT 2xPsycannons/ 3x Daemon-hammers / 7x Halberds

5x strike squad - Incinerator.

CK NSF

GK Libby lvl3 - Hammers / stormbolters

10x GKT 2x Psycannons/ 3x daemon-hammers /7x Halberds

LIbrarius Conclave
Tiggy
LIb lvl2 force axe
Lib lvl2 force axe

I think this list has real potential to abuse the new psychic powers.

It should have 0 trouble beating other death-star lists as it can reliably take away FNP and reduce invo saves significantly esp vs daemons.
It should be altogether invulnerable to ranged shooting attacks that aren't D.

Would a few dread-knight swapped for a few libbis and termanators to contest objectives work better you think?

Dreadknights would definitely be helpful. Maybe consider switching to NSF so you can drop some terminators and the strike squad. Obsec is nice but your opponent probably isn't going to let you stand around on objectives with so few models, he's going to try to wipe you out. With dreadknights it'll be a very cheesy list but with all those librarians I assume you don't mind. If you're planning to run the conclave as a deathstar then maybe give one or two of those librarians term armor and a storm shield.

I was planning a horrible librarius-conclave deathstar army but the FAQ has put a dent in my enthusiasm. Turns out if you use empyric channeling then Tigurius can still only cast three powers per turn (while the other two can't cast anything.) And if you put your psykers into one unit then that unit can't cast the same power more than once per turn. So you won't be able to spam psychic shriek or anything like that. You'll probably be better off without using the channeling rule, giving one or two of those librarians one of the less popular disciplines like pyromancy or geokinesis.
What really hurts grey knights is that you can't use force and hammerhand or force and sanctuary together on a squad or dreadknight.

Why can't I use force and hammer hand on the same unit?

Because with the new FAQ units can only cast an amount of powers equivalent to their mastery level and with the terminators/strikes being lvl 1 it means only 1 power so either force or hammerhand (unless you got a libby in there)

Ahhh - yes I will have a multiple amount of IC that can cast it. More than necessary.

In theory its great but in practice, with no fnp and what, 4++ max? You're likely to struggle if you're forced to go second against a super shooty or grav heavy list. You may also struggle against things like msu jetbike spam, especially in objective games as they can keep out of the reach of your terminators and grab objectives. And even if you do charge them, they will likely be spread far enough apart that you cant charge more than one or two units in a turn.

With Tiggy I can null deploy and reroll 1st turn rites of teleportation That's probably what I would do against a heavy drop pod list.

as for multiple small units - there is always the option of splitting into 4 units of terms each with a libby and and splitting up the conclave evenly too.

Tiggy's reserve re-roll only works for units from his detatchment.

Just out of curiosity, how does this work with a conclave? Do they count as his detachment? What if the conclave is part of a gladius? Do they count as the same detachment?

I think the whole Gladius count as the "his" detachment, but if you just run him in the conclave alongside a CAD or other formation, he only reroll reserve for the conclave.
