II Legion Astartes- Legio Scurra The Joker Legion
Ultimum Risum "The Last Laugh"

Primarch- Cicero. Known as The Performer, The Emperor’s Jester, The Rogue Primarch

Legion Master- Naru Hoten, later known as “ The Phantom” Primarchs Command Squad(believed captured, unconfirmed)

1st Captain: Julius Romero(whereabouts unknown, possible dreadnought internment) 1st Company: REDACTED

Captain of the 2nd : Gaston (KIA defending the webway entrance by REDACTED of VI Legion) Status of 2nd Company: Unknown

Stage Captain: Edmundson Spangler (captured helping Cicero escape the Emperor’s “Throneroom”, whereabouts: REDACTED) 3rd Company: believed captured, unconfirmed

Aiding and Abetting Xenos(reference Harlequin's, Cegorach, REDACTED) Defiance of the Emperor's Edicts- Defied an order to REDACTED all xenos in The REDACTED Sector during the REDACTED Campaign. Last seen entering entrance to the webway by the Primarch Leman Russ.

Librarius department- Hallucinations, Time "bending", Psychological warfare. Known to wrong foot enemy formations to improperly react. Cause enemy formations to target allies. Worlds taken by the II legion have been known to have leadership castes destroy themselves from within following erroneous visions prior to legion deployment. Misdirection is a trademark of the II legion Psykers deployed on a massive scale(

Friends with Fulgrim, Sanguinius, Lorgar, Russ, Corax, The Khan
Neutral relationship Vulkan, Horus, Magnus, Mortarion(investigating)
Hated by Perturabo, Dorn, Curze, Lion, Gorgon, Angron

Legion Colors- Black and Gold, trim Silver and White
Legion Symbol- Lightning Bolt behind Angry face, Laughing Face Dual Mask

Tactics- as elusive as the sons of corax but clearly display the martial discipline of Guilliman much to his chagrin. Flair for the dramatic that impresses Fulgrim. Usage of Librarius that has gained favor from Magnus the Red. Strict adherence to loyalty to the emperor lauded by Lorgar and Guilliman, irks Dorn tho. Fascination with death and morbid sense of humor. Described in nonarchivable terms by certain primarchs when asked.

II Legion Traits: Heightened sense of evasion, increased speed, Heightened disobedience, suspected latent psychic ability after geneseed implantation(unconfirmed).
Rumors of a squad of "The Speechless" or titled/ranked "Mimics" have circulated referencing II Legion Warrior's overcome by a geneseed "flaw"(unconfirmed). No after action reports exsist of them in the field and no survivors are reported on any suspected Battlefield they've been rumored to have been fielded on.
II Legion forces display an unparalleled ability to react to the battlefield turning any area into what appears to be a predetermined killing ground. To pass off what appears to be a ramshackle formation is to not see the dagger aimed precisely at the heart.

Assault Squads: Remove the garb and they appear largely normal despite displaying a skill at arms even the Shadow Masters of the sons of corax find difficult to counter.
Combat Squads: As squads their leader largely bases their strengths in combat. Uncanny ability to navigate terrain and effect fire. Hard to track.
Heavy Weapons: With a flair to disorientation and disabling even the mechanicus find troubling to follow.
Vehicles: Largely ground based but a Titan Legio was assigned to this Crusade Fleet.

Rumored to have been sighted during the warp incursion of the webway following Magnus's betrayal. Reports indicated they REDACTED Legio Custodes forces. Any chance of following the routes to REDACTED are lost.

“My dear Roboute, he who laughs last, laughs the hardest. When a joke spares no expense, it’s best to see the punchline before it cripples you” Cicero standing over the corpse of Warboss Kruhk.

“A man who does not see the joke, does not see very much at all” of Magnus the Red, speaking at the II Legion Librarius Conclave

“Perfection.... attained to what end?” Last words to the Primarch Fulgrim

“That man could take any fortress ever built, but he couldn’t take a joke if you delivered it to him in a drop pod” Cicero speaking of the Primarch Perturabo

“I believe…. Everything has a beginning, middle and end” Cicero speaking to Lorgar of God’s

"This has come to be because you believe the Curtains have fallen... if you could only see as Father, you would know they haven't even risen yet" Cicero's last words, spoken to Primarch Russ

Personal Spin on a II Legion Backround. Bit of a Harlequin flair but it runs with the storyline theme which gives them a double meaning to "The lost". I believe a more devilish Rogue that's still loyal would fit the description. Someone that's you can like and dislike at the same time. The Emperor knew the webway was the key and the only people with a solid in that area is the Harlequin's. They also seem to be the only people with a reasonable plan to save life.
How about a Jester'ish 3 Musketeers look minus the feather hats during battle lol

I like most of it but I would suggest maybe switching around who they are close to. Its easy to say "close to Horus and Sanguinius" but harder to say they were close to the unpleasant ones. What about

Disliked by Perturabo and Mortarion for showmanship, disliked by Fulgrim as a major rival for flair, disliked by Corax as a rival for their stuff, hated by Russ for the Xenos connections/potential psychicness, likes Magnus and Lorgar for similar reasons but has disagreements as expected. Neutral with Vulkan, Khan, Mortarion, Kurze and Angron, never met Alpharius as dissappeared before he was found, disliked by Horus for their apparent disoediance. Friendly with Sanguinius due to a couple missions together.

Something quiet different to other Primarchs in that they are only neutral or worse towards most Legions, and even disliked by Horus (the big thing because Horus was friendly to everyone)

Some good points, I went with some odd throw ups of relationships to kinda stick to how the storyline has shown some primarchs are saddened by the loss of at least 1 of the 2 missing primarchs. I had some interaction ideas that endear him to some odd pairings much like Fulgrim and Ferrus manus.
For all his lackadaisical flair, his legion still performs with an execution and tactics that impresses even Guilliman. Just hates his lack of "soldiery"
I was on the wall about Fulgrim but I think he'd also appreciate the showmanship, tho I think your right he'd see him more as a competitor stealing the spotlight (the timing would of been pre-Fall of Fulgrim tho, so that could have an impact too)
I wanted to go with friends with Russ because I wanted him staunchly loyal to the Emperor which Russ would like, it would also add more tragedy to Russ having to censure him.

I also wanted to add a bit of the Curze idea. Where Curze knew what would happen from the very beginning. So Cicero knowing how things would pan out would also effect his relationships with the others as well. I definely wanted his relationships with the others to be a key difference like with horus as you said
