I don't have my GHB with me, nor am I very informed when it comes to all the Order units out there, but is there a faction or subfaction that has chariots as battleline? I'm scheming a chariot-heavy or preferably chariot-only force and am unsure if I'll be able to avoid infantry entirely. It's not necessarily a breaking point, but I'd also like these chariots to be able to shoot.

The only subfaction I can think of is Tzeentch Daemons led by a Herald on Burning Chariot, which makes Burning Chariots battleline. Which would totally be my thing if a) Burning Chariots were less whacky model-wise; and b) I didn't already play Tizz Daemons

Tomb Kings "Skeleton Chariots" are Battleline all the time.
They are not restricted by allegiance in the Death Faction unless your army has a sub-faction allegiance that prevents taking "Tomb Kings" units.
They have both Bows and Spears so they can shoot.
There are two "Hero" options on chariots so you can take only chariots if you want.

Oh! Nice! Undead chariots might fit my models only slightly less badly than the daemonic flying ones ... but still great to know there's another all chariot option out there. (And IIRC Settra at the head of a chariot army is shockingly legit!)

EDIT: In my search for rules for living chariot options, I'm leaning towards spamming one of the Dark Elf warscrolls, and am pretty torn between the two. Drakespawn is absolutely better in combat than the Scourgerunner, more heavily armored, and gets impacts; but the Scourgerunner is absolutely better at shooting, faster, and has the only rending or multi-wound between the two of them. And given that I'm looking at Bleakswords to be straight up battleline tax - who are chumps with a few no rend, damage 1 attaks - that rend and damage is looking nice ... but so is impact hits and 4+ armor. Will continue with the scheming.

Why not some of both? Failing that, take the rend. Every army kinda needs at least 1/3 of its overall attack power to have rend or it really starts having problems.

Because good 'Counts As' modeling suggests that very similar CA models should all represent the same unit, unless significant conversion is involved to differentiate. And I'm not looking to convert these mystery machines, just get them on the table

Yeaaaaaaaaaa I feel the same way on rend. My Tizz boys are almost entirely Rend 0, which can be very frustrating, and I haven't really faced many of the things that reroll saves or start at 3+ before shields or cover or so on. At least with Tizz shooting that matters (Flamers, Chariots), any wound that gets through will probably hurt (D3 damage), but that's not really a thing with these little crossbow shots. (WHICH is funny they have no rend, considering DE xbows were AP in WHFB!)

What are you basing the 1/3 off? Experience or has there been some maths done showing this?

Experience, I don't think number crunching could really quantify an army's attack power into a single number! Its a pretty rough value/idea, but I think it makes a solid rule of thumb.

I would agree for armies that don't dish out mortal wounds, the amount of rends in the army become irrelevant at that point
