It's that time again! Here are some minor changes(and their justifications) that I would make to the Deatwatch Codex. Feel free to make your own suggestions and I can add them to the list.

1. Change the Stalker pattern boltgun and Deathwatch Shotgun to Ranged Weapons.
Justification: This fixes the problem with the Banebolts of Eryxia having a SPB profile, but no models that can take them. It still doesn't fix the Boltgun and Shotgun issue, though.

2. Change the Close Combat Weapon on the Veteran Squads to a Power Weapon. No change in their points is needed.
Justification: Firstly, all of the Veterans models come with a Power Weapon of some sort, base. The models have the Boltgun in their right hand, which is most frequently the same hand that a Chainsword is in. Also, because the Veterans do not have Bolt Pistols, if they want to charge in the Assault Phase, they need to forego their shooting or trade their Boltgun for a Shotgun. The other option would be to give them a Bolt Pistol.

3. Give Chaplains Librarians the ability to take a Jump Pack.
Justification: It really makes no sense why they shouldn't be able to take one. This isn't the same issue as the Space Marine bike being unable to be used by HQs, these characters can easily get modeled with a Jump Pack.

4. Add Jump Packs to the Wargear of the Vanguard Veterans.
Justification: I will admit, since they are listed as Jump Infantry already, this is COMPLETELY unnecessary. However, there are some people that have issues with it, so why not?

5. Watch Captains in Terminator Armor should be able to take Storm Shields.
Justification: The wording of the entry prevents this, but I would be willing to bet they are supposed to be able to do it. I don't necessarily think that Librarians or Chaplains in Terminator Armor should be able to take Storm Shields though.

What other changes do you think should be made.

Definitely agree with Jump Pack/Bike options all around. I also will be house ruling Terminator armor option for the Chaplains as that is one of the best minis GW ever made.

A Deathwatch exclusive variable ammo/firing mode Heavy Weapon like Rad, Stasis, Melta Missiles/ Variable beam Lascannons would be awesome.

Special issue Ammo on Terminator Storm Bolters and the Crusader/Blackstar Hurricane Bolters would be awesome.

More freedom in Terminator options. Access to Storm Shields without Hammers etc.

Vanguard are taking Jump Packs anyway. It might as well be included in the cost. I get the point you're trying to make though.

I think it kind of is included. A C:SM Vanguard Veteran is 22 pts with a Jump Pack. Adding Special Issue Ammunition on a Bolt Pistol could be 3 points. Boom, there is your 25 pt VV.

Eldarain, most of what you are suggesting is a little beyond the scope of this thread. I don't really want to add things that aren't already in the book. Though I agree, Chaplains should be able to take Terminator Armor.
