Iron Hands Medusa Detachment is pretty strong with FNP.

All the Sergeants for Red Scorpions can be apothecarys.

Basically two chapters for army wide FNP.

Ally in Blood Angels and use the Sanguinary High Priest as your HQ choice. He has a Narthecium and can join a unit as an independent character. He can also be equipped with a Bike, or a Jump Pack to suit whatever kind of squad he's going to join.

Grab some Blood Angels scouts as the troops choice, and perhaps some Death Company as an elite choice (Who also have FnP) and use them as a distraction unit.

There are a few Relics that haven't been mentioned, but that's most of it. What, exactly, are you hoping to do with the information?

A Protoss colony world

For Dark Angels, the Shroud of Heroes grants FnP and Shrouded if the bearer is not in a unit. Azrael has built-in FnP. Other than that, you need Apothecaries to get FnP as DA (since their Libbys can't take Biomancy powers).

BA scouts are much less crappy after the errata. With the grenade change, 5 BA assault scouts w/melta bomb actually have some value vs vehicles over vanilla scouts. However, non-BA units don't get the WS buff from the sang priest, so I feel that this is not the best way to get FNP.

Red Scorpions Chapter Tactics (Forge World) allow any Tactical Squad Sergeant to be upgraded to an Apothecary at a minimal cost. I've seen some really nice armies done using this, and their colour scheme is great.

Several Special Characters from C:SM come with Feel No Pain. This includes Crimson Fists Pedro Kantor, Imperial Fists Captain Lysander, Salamanders Vulkan He'Stan, and Ultramarines Chaplain Cassius. Additionally, any non-Special Character has a 1/6 chance of getting Feel No Pain as a Warlord Trait. Lastly, Marneus Calgar can elect to get Feel No Pain with his chosen Warlord Trait.

Also, If the Black Templar's character, Chaplain Grimaldus, takes Cenobyte Servitors, units within 6" of a Servitor gain the Feel No Pain special rule.

That's still only a 6+++. You're mostly trying to take advantage of the better HQs, Centurions, and Vehicles.

I wish i could get 6+++ with just words for my orkses.

Also, never underestimate 6+. It's still 16.(6)% to not die. Which adds up pretty quickly. Imagine 80% of your list having 6+++. It will get a fnp roll 90% of the time. Means, 12% extra points for free.

Thanks for all the feedback! I'm just looking for general ways the different SM can get access to a mechanic that I personally think is the only way to make them truly competitive with eldar or necrons. Both of those armies have something innately built in that breaks the general parity of 40k. Eldar have way too much firepower, that is way too maneuverable, at way too efficient of a points cost, hence you can just put a blindfold and randomly pick units from there codex and it's probably going to be better than 80% of the other armies lol. Necron something similar, easy access to 4+ RP makes the army have a durability for basically no point investment that bends the normal play of 40k. I think SM need something similar to compete, there own RP is basically what I'm looking to replicate, because let's face it, there's no amount of fresh paint you can put on a SM bike to make it a scatbike lol. Iron Hands Command squads are the closest I've seen to that level of goodness, 4+ FnP on T5 jinkable chassis, even 3+ in a medusa strike force, is eldar/necron good, unfortunately it's expensive and not army wide. Red Scorpion mass TAC with 5+ FnP sound interesting though!
