I got a bunch of armies and want to know where to go from here. In order of purchase:
1. Tau
Fire Warriors, Pathfinders, a bunch of Crisis Suits, 3 Stealth Suits, 3 Riptides, 2 Stormsurges, a few HQ choices and a collection of vehicles and a token Kroot squad.
2. Astra Militarum (commissioned)
Tons of Cadians and miscellaneous troops, heavy weapon squads, a big selection of vehicles.
3. Necrons
Warriors, Immortals, Praetorian, Deathmarks, a Stalker, Flayed Ones, Lynchguards, Overlord, Command Barge, Canoptek Wraiths, Scarabs, Ghost Arks, Tomb Blades, Night Scythes, Monolith, Tesseract Ark
4. White Scars
A small commission of bikers, a couple of librarians and a commander (insert one Black Templar model for contrast)
5. Eldar
One or two of everything, except jetbike infantry. That includes Harlequin troops. Also a Dark Eldar Ravager.
What's the logical next step?

I’m sure a ton of recommendations could be made for each of the armies you have there. What do you want to focus on? With 5 to choose from, it’s a bit hard to give advice.
What I might suggest is to look at your collections, and then at the formations available to them. See if you are one or two units away from filling out any of them.

Could you clarify whether you want to move onto a new army or expand one of your current?

This may sound a bit snarky but I'd look at it this way.
1) Are all of the above painted? If not, paint them.
2) Do you have a nice gaming table? Do you have nice terrain? If not, consider working on that.
3) Do you have quality gaming materials (dice, tape, measures, storage boxes/cases for all of the above)
It can be a dangerous thing when you get to the point of "I need to spend money". Perhaps consider diverting some of that time/energy into another facet of the wargaming hobby? Wait until you're genuinely inspired to pick up a new army.

I could always get one or two additional units to fill a formation to maximum capacity.

I would rather go slow, so committing to a new army might be too premature.

75% of my models are painted. The remaining 25% are in progress and will be done in due time.
As for gaming tables, I have a few Imperium themed terrain pieces but no game table. I use the dining table (and the garden table for apocalypse games.) No game mats either. We just play on the vanilla tables.
I got more dice than you need to determine 100 fire warriors at rapid fire range. Got a couple of measuring tapes, a set of templates and a display case cabinet to store my armies when I'm not playing. No storage or transportation boxes, because I don't plan to take the armies anywhere.

Hello!
If you are in the need to spend money area, I would second the recommended gaming mat. Helps protect your models and table if things fall over.
As for models, I can only guess that your Eldar force is generally functional (although the bikes are pretty powerful, and even 1 box of the windriders would be quite worth it). If you have 1-2 sets (assuming you mean max squads, as in 10-20 models) of harlequin troupes, you are pretty close to an allied force that could do well with a few shadowseers, death jesters, skyweavers, and starweavers/voidweavers depending on how you want to run them.
You also appear to be missing Canoptek Spiders from your necrons. Always had great fun running them, and I find the model quite pretty.

COME TO CHAOS!
If you want to...
Seriously though, don't start a new army for the sake of it, start one because of something like this: "WOW! How have I not seen how cool this is before, is it new? I will now google stuff about this army for several days."
I second getting terrain, have at least one full set (i.e. you can supply all the terrain needed to play a good game on a 6x4) with a consistent theme, preferably with a mat or textured table to match.

Terrain and buildings.
The CAD allows for a fortification option.
There are the Wall of Martyrs trench and bunker sets, the Bastion and ADLs, Skythingy landing pad, the Tau hover-walls, and so on.
And, that's just the official stuff. There are lots of 3rd party sets to go with most armies.
It changes how your existing armies play, and changes the game about a bit.

If you're looking for gaming mats, I can't suggest the 2mm mouse-pad foam ones enough. They're a wonderful mobile gaming surface.
I prefer Deep Cut Studios, but there are numerous companies who produce them. Game Matz, Kraken Wargaming etc.
