Before I get to 'making a good army', I'm just trying to figure out how to build an army in general haha.

I have a Great Unclean One, 30 Plaguebearers, and then LOTS of Skaven infantry models/leaders (no artillery or monsters or behemoth).

In a 1000 point list I need 2+ Units, ok -- if I'm doing Skaven and Nurgle, do I need 2 from each? ...or can I taken just 1 unit of Plaguebearers, and several Skaven Units?

All you need is the required Battleline number for the points you are at.

Zebio beat me to it; you could even run Chaos Marauders as battleline for a Skaven army led by a Bray-Shaman if you wanted to. As long as they have the 'battleline' label they count as such. However, many units (such as Plague Monks) will only become battleline with a specific allegiance. In this case, your plaguebearers and clanrats make for the two required battleline units and you have at least one Leader model, so the list is entirely legal.
