Can it use the Webway Shunt to leave combat?

Letter of the rules, probably not. Spirit definitely not. The 'locked in combat' heading specifies that a model cannot move during the Movement phase while in combat, the warp shunt generator states is activated instead of moving during the Movement phase. I'd say that an effect that prevents one would prevent the other.

According to email answers from FW, the shunt generator is meant to move 18" not 12" and can be used to leave combat in the movement phase.

Yeah, I've been waiting for that "email" to become an actually FAQ before I even get the book. I really want to use a Skathach WK, but I need to rule to be clear first.
I would, however, argue that the RAI are to allow it to leave combat, considering Warp Spiders have Hit & Run due to them "blinking" out of real space. Since the tech is the same, the SWK should be able to leave combat, but it makes since for it not to just have Hit & Run since it is so big, requiring a sort of scatter when it reappears.
