priests: The priest from the Sisters of Battle codex actually automatically makes his war hymns roll, so if you have a chance to ally in sisters, he's a great buy. Base codex priest isn't bad.
Inquisitors: The ol' classic is mr. "ordo xenos with rad and psychotroke grenades and 3 servo skulls." He does it all, prevents enemy units from scouting/infiltrating at you, causes -1T to the enemy unit in cc, and has a random grab-bag efect from the psychotroke that really shuts down enemy cc units.
But there's also (for exactly 100pt) INQUISITOR COTEAZ. Somewhat overlooked in favor of joe psychotroke, coteaz has a bargain-basement price for his wargear and statline (S6 thunder hammer, artificer armor, oodles of wounds) and he carries with him a great ability: Any time an enemy deep strikes within 12" of the coteaz model, him and his whole unit get to shoot it. It's like super-interceptor. If you don't wanna take 45 lasguns and 5 autocannons to the face, don't deep strike at coteaz.

Any GK IC is great for just about any guard unit: provides psychic support and defense, 2+/4++(5++ for libby, but better psy), and can get a good heavy weapon. Can also provide melee support.
A techmarine with a conversion beamer and a ruin for either a large(ish) gun blob or heavy weapons squad: tech reinforces the ruin for a better cover save, provides additional firepower. Bonus if the ruin is a shrine of the aquila(for morale rerolls), or a manufactorum(if you kit-out with plasma)
Commissars are good for stubborn and melee support to a large gunline blob, and makes for a good backup to priests. I have always trusted in a Commissar in every blob with a power weapon on him and my sgts just in case.
Sanctioned psyker: psychic support.
Any IC that can get Rad grenades or similar T reducing gear/effects if you plan on melee.
A tech-priest dominus with phosphor serpenta and conversion field: phosphor fires first to reduce cover on target unit, conversion field a low-strength(5 or less) to go for blind(LoS! Away any wounds after the first successful save).
DW heroes are nice for the special issue ammo and and ATSKNF.

Absolutely priests, and coteaz is great as mentioned. That re-roll to seize / avoid opponent's seize is also an awesome ability.
For aggressive blobs, maybe a white scars lib-conclave? They provide some fighting muscle, Hit and run (which is huge on blobs) and stupidly easy to access psychic powers. I'm running two ML1 libbies and a ML2 one, all with melta bombs and force axes. Going to use prescience, telepathy and summoning one them and adapt which powers I use to the opponent in question.

Inquisitor with Null Rod: immunity to all psychic powers.
Inquisitor with Psyocchlum: Make your guardsmen BS 10 against psykers.
Inquisitor with psyker, force weapon, digital weapons and Grimore: Multi-buff, but especially daemon repellant.
Inquisitor with Liber Heresius: Give the blob some useful USRs.
Inquisitor with Plasma Syphon: Protection against plasma at short range.

It's not directly in the unit but Kurov's Aquila in range of a blob squad or two seems pretty good. My last game featured the use of the Cadian Detachment for rerolls of 1's to hit with lasguns and a lot of uses of First Rank Fire, Second Rank Fire. A single squad of 20 Concripts accounted for three or four dead Terminators and a couple of Tac Marines, just rerolling ones to hit. It was brutal.

You could do a similar trick with the Dominus Aegis in the Deathwatch Codex - if the bearer (not their unit) doesn't move, the bearer and unit get a 4++.
Still means you can advance (somewhat), but also benefits gunlines well. Stick it on a Deathwatch Librarian, and get some sweet psychic buffs for the unit too.

You'll struggle to beat an inquisitor with skulls, a mastery level and your toy of choice for <100 points. He just provides so much at once. Scout block, scatter reduction on blasts, stubborn ld10, psy support, psy defence, along with whatever toy takes your fancy.
Coteaz hands out pseudo interceptor, but I like the skulls more personally with all the white scars demi companies around.
Priests are a no brainer for obvious reasons.
Any SM IC (read: librarian) can hand out atsknf. A deathwatch one with the relic shield also hands out a 4++ to the squad just like azrael for half the points at the cost of him not being able to move. Also meets your 100 point limit.
Somewhat overlooked, but an additional CCS to hand out more orders.
An aegis defence line/bunker/bastion/skyshield/promethium pipeline are all pretty valuable depending on enemy, especially with added quad gun/comms relay/void shield/ammo dump.

The inquisitor with the scout book helps a lot! Samael for Hit n Run maybe and extra run and charge? Priests and the DW thingy with the 4++ for the unit are pretty hot.

Generally speaking, I'd avoid over-investing in your Blobs. By the time you've got 50 men and weapon upgrades you'll be pushing 400pts, and that will not stand up very well to templates of any kind.
That said, these options are worth considering:
Priests will make your blob fearless, but it won't be able to go to ground. Good for an assaulting blob.
Commissars will improve the morale a bit less, but will mean that you retain your defensive capabilities.
Inquisitors can be cheap and reliable psykers, and have access to some brilliant bits of tech (I like the Psyocculum, particularly against Eldar).

For my own blob tactics I run the following multipliers:
40+ Guardsmen
Sergeants have Power Axes
Commissars with Powerfists
Priest
Inquisitor with Rad Grenades
Backed by an Iron Hand Straken Command Squad
The Power Axes make the sarges str 4 at AP 2
Rad Grenades lowers the toughness (I was facing bikes at the time, so lowers them down to T4)
Straken Offers Counter-Attack or Furious Charge.
So on the charge, my sergeants were hitting Bikers on a rerollable 4+ with 4 attacks each. They're wounding the bikes on 3's, rerollable through the Priest Hymn. (+1 str for the Power Axe, +1 strength for the furious charge against T4 Bikes turn 1)
Commissars are hitting at str 7 ap 2.
Priests are allowing rerollable hits on first round and rerollable wounds through the Hymn.
I had the unit take out a command squad on bike with storm shields. The only thing that was saving him was hit and run and the psychic power that lets you reroll all saves.

Don't forget Inquisitors are Stubborn at Ld10. I also like a helrifle. Only one shot per turn, but you can still do the whole character for as cheap as 40pts. If you even want to save a few points on Prescience, don't give the Inq the psyker upgrade. Instead, buy a henchmen psyker with two bare henchmen and hide them behind the blob.

For 200 points, including the tax of a veterans unit you can take a strategium command team
1 deathwatch librarian lvl1 with the dominus Aegis
5 standard deathwatch veterans
The librarian isn't part of the kill team and doesn't have to stay with them, and gives a tonne of buffs.
Stubborn for defense,
Adamantium will for psychic defense, denying on a 4+
Prescience for re-roll to hits, or if you are feeling lucky, can pray for endurance or veil of time.
4++ for the unit if the libby doesn't move.
Can take a force axe for AP2 threat in CC
