Just a quick question, since I'm having fun trying to make 30k RG and AL scout/outflanking lists which are heavy on alpha/beta strike...is there any 40k list able to play in the same way (whitout resorting to drop pods, which I dislike)? Thanks

In 40K Raven Guard is your best bet as well.

More specifically, look into the Talon Strike Force in combination with the Pinion Demi-Company. This will allow you all kinds of infiltrate/outflank/deep strike and punch your face shenanigans.

An example list (which does use one Drop Pod, but you can substitute a RazorBack if you want).

Alternatively, you can use the Raptors Chapter Master 'Lias Issodon' who has a built-in Warlord Trait, Master of Ambush, allows you to inflitrate himself and three other units.
You can even try to combine both (Pinion + Raptors), I've done it and it's fairly solid.

My favorite scouting army is anything that has the Blitz Brigade from Waaagh! Ghazaghkull in it.

Seriously, 5 Scouting Battlewagons with Killkannons (because it's not like the formation can assault top of turn one anyway), can seriously wreck face. And it's orks... which is just fun. Who knows what you'll find inside those 5 battlewagons... could be 20 shoota boyz, 10 rokkits from Tankbustas, or it could be 5 Mega Nobs with powerklaws (Throw in Mad Dok Grotznick for some Rage and Fearlessness and Feel No Pain).

Genestealer cults, Broodkin formation + manufactorum 'stealer brood + deathleapers assassin brood. 100% of the army can infiltate. I've played it and it's great fun.

I recall the 5th Edition IG codex had some pretty amusing possibilities by outflanking an entire platoon with Captain Al'Rahem and using CREEED to outflank a squadron of Leman Russes or Hellhounds...

I'm imagining you could combine the aforementioned Pinion with a Champions of Fenris Void Claws formation instead of the Shadowstrike Kill-Team, so you can have a terminator unit appear turn 1 and grant the rest of your army rerolls to reserves.
