I'm planning on buying 20 tactical marines, the legion praetor set and special weapons for one of the squads. I'm completely new and am not sure what to arm the sergeants with or what special weapon to get. The legion praetors are being played as a centurion and something else.

Tacs in 30k don't get special weapons, they're just bolter squads. Special weapons are in their own support squads.
As for sergeants I'm fond of the old powerfist, but that's because Alpha Legion power daggers mean they can still get the extra attack. For other legions maybe a power weapon and melta bombs instead?
For the praetor set you get one terminator and one power armor marine. I'd decide which one I want as my praetor (if you like termies or not) and use the other as one of the easily converted consul types (siege breaker, herald, whatever you want to go with).

Combi-Weapons are a good choice for Sgts to give you a little more hitting power if something comes your way.

Note that in a tactical support squad, ALL the marines are armed with the same weapon. I don't remember offhand if you can arm the sergeant differently, but for my volkite support squad I just slapped one on the sarge as well.

Sgts in Tac squads, either melta bomb and Art armor, or power fist and Art armor, maybe a melta bomb. In alpha legion, yeah a power dagger too.
A praetor, armor or jumpack of choice, paragon blade, Iron halo if in art armor. Done.

If you dont short hand your list, Im not reading it.
Example: Assault Intercessors- x5 -Thunder hammer and plasma pistol on sgt.
or Assault Terminators 3xTH/SS, 2xLCs

Definitely artificer armour on a sergeant. You'll be surprised how often you find him tanking a couple of AP3 shots for the squad, quite aside from the boost it gives him in a challenge.

You can also get a bolter + augury scanner for the sgt. I'm going with that for my volkite caliver support squad because they'll be sitting a little further in the backfield than most support squads so the scanner will help with anyone trying to DS on me.

Personally I tend to run combat blades on large units as a must.
Sgt always gets either a fist or a sword and melta bombs, possibly art. Armour if points are spare.
Now and then I'll throw a combi flamer on too for good measure.
I run them aggressively though so the blades for me are a must.
