Yes.

Either unbound - so take whatever you like anyway - or multiple Librarius Conclave Detachments (a better idea since their command benefit is good)

It is possible to be battleforged with only librarians by repeating the conclave formation multiple times (or just once, depending on point value.)

Yup. It’s a standalone formation. It just happens to also be taken as a command pick in a gladius (and other meta formations)

Basically, if the datasheet has the little "3 skulls in a circle" icon in the corner, you can take it by itself. As many times as you want.

You can take any formation you wish, in a bound army

The "decurion" style detahcments usually have a mix of real formations and the ability to just take units, e.g. the real decurion that allows you to take both a formation of flyers AND just deathmarks.
