I like gearing the minimum 5 with two Plasma Guns, a Combi-Plasma, and sometimes adding another member. Then I merely use the entry for Plague Marines.

Ideal load out is CSMs with CCW, flamers or plasma guns, ACs naked except for melta bombs (maybe.)
The idea is to keep them cheap and maybe stomp a vehicle. They don't die quite as easily as cultists, but they're not that much tougher.
Consider taking 4 squads with Rhinos and have them run behind the Rhinos, forming a shield. This doubles the number of targets opponents need to take out when you run them up the board.

5 dudes, Meltagun and Combi-Melta champion. I run the Rhinos with Dirge-Casters too. I use Ectomancy on my Sorcerers to fish for Ghost-Storm so I can speed-deploy melta units to opportune targets. In a pinch, I could see large foot squads being a thing with the Crimson Slaughter formation that lets a Dark Apostle grant them Zealot and Feel No Pain.

For warband (more or less competitive): 5 with Melta + dozer rhino. Sometimes they get a combi-melta on a sarge and the rhino could use a dirge caster.
I've also tried running 20-strong squads with Cypher, MoS+Icon, 2 meltas and stuff. But they end up too costly for what they tend to do now. Was good enough in 6-th. Now i'd just get unmarked with 2 meltas, combi-melta and Cypher for fun games. Or khornate with an icon and probably Fabius Bile for s6 and fearless.

I disagree with koooaei as 20 mobs should be used for swarming the opponent in my opinion, and thus they need plasma to have the same range as the bolter and also use combi melta or flamer to deal with hordes or vehicles.
I found that it is very handy to outfit them with ccw and a power weapon champion to deal with challenges.
It helps a ton in small games, you can have a champion buffed into oblivion and running around the board slaughtering every thing except for dedicated cc units.
And with the chaos warbands formation and the new detachment you can really go mad and vanilla champions with a power weapon can challenge a HQ choice and can easily handle a tech marine or a farseer
And give them a mark or a banner to deal with particular jobs.

There's no real use of a shooty 20 strong blob. Footslogging csm bolters are going to disappoint you more often than 1 extra attack. And taking both is 40 extra points.

If you really want a shooty-blob, that's what Cultists are for. Shooting means you can hug cover. If that's what you're doing though, you might as well be playing Guard.

I am not encouraging to take 20 man mobs with ccw and upgraded champions in anything more than 1000pt games and over 2500pt, but I disagree with people for referring to troops as taxes if you want the cheapest objective holder in the CSM codex use cultists, and yes whoever said about hugging cover and shooting was right I do play the guard and heretics and renegades as well as extremely shooty orks, and my third starter army is a 1000pt hell-forged war pack, but away from me and on the loadouts of CSM If you want them for a job just give 'em special weapons, combi-weapons stick 'em in da metal box and run around hunting monstrous creatures/tanks/heavy infantry/infantry.

Also, the storm raptor makes a good transport for those 20 man units.

O I have modeled a dozens of champions with cool power swords, axes, mauls, powerfists, single lightning claws, and plasma pistols. I never play with them.
