I've been out of the hobby since my Lost and the Damned army from Eye of Terror about a decade ago. Putting together a small list for friendlies and could use some insight on what is viable now. Also curious which CT's would work best with units - thinking IH or WS, but open to suggestions. Cheers!

If I could make one suggestion:
lose one of the bikes. give bike to librarian. Makes him more mobile and gives your bike squad an AP2 weapon
What discipline is your Librarian bringing?

Welcome to Dakka, and back to the Space Marines.
White Scars will do good things for your bikes, and is generally a pretty good CT. I’d probably run with that. But different CTs have pros/cons, so go with whatever stirs your fancy.
Overall your list looks pretty solid. I’ll second Corennus’ suggestion about getting that librarian a bike. Bikes are in a very good spot this edition.
The Lib could probably also use a second ML. Helps in the new system of random powers and warp charges.
If you mount up the Lib, your bike squad counts as troops. This would let you drop one of your tac squads if you wanted. You could then either bump the other one up to a full 10 man squad, or keep them small and get them a razor, rather then a rhino.
I like TML/HB speeders personally. I’m not a big fan of getting in close with AV10 speeders that can be brought down by small arms.

The list looks good. Yeah, getting the librarian on a bike is the final touch you need here. Overall, there's not really anything to change.
As for chapter tactics, you can really just pick whatever you want... Ultramarines is always nice b/c of the doctines, however White Scars are probaly the best becauuse hit & run is just stupid good... but Iron Hands will give you a little extra survivability... so really just play around with it I guess.
Overall, nice list!

Any thoughts on what to do with the last 26pts? I can add back the extra biker, grab a heavy weapon for the tac squad or kit out the sergeants a bit more. I could also change the land speeders to MLs, but would need to find some bits and mod the doors - my kits are old, old old.
I was initially thinking pyromancy for the Libby, but that is when he was riding around in a rhino with a flamer tac squad. Are any of the powers particularly stronger when he is part of a bike squad?

Divination is a good go-to for librarians, lots of good stuff there.
I’d like to see a MM in the tac squad, but that’s my old school Ultramarine talking.
Cloaks for the scouts would be useful if they needed to disembark and grab and objective. Combi on the sarge would give them a little more dakka.
I retrofitted my old 3rd ed starter set speeders with TMLs, it’s not hard to do. The trick is to use CMLs from terminators and mount them up top. I used old metal bits, as that’s what I had, but modern plastics should work. Just sink some magnets in, or attach with sticky- tac.
