The dimensional key allows you to accurately deepstrike units "from this codex".
I was thinking about combining this with some forgeworld units but are they even considered to be part of the codex? Specifically IA:13.
They are army entries with faction CSM but they're not technically part of "this codex"....or are they?

Are they from that codex, or a choice for that Faction and from a source other than that codex?

Strict RAW I suggest would be the latter reading.

Forgeworld rules are basically an expansion to the codex.

I am going to read "this codex" as a lazy way of saying Faction: Chaos Space marines.

I don't know about the IA13 entries, but for Doom of Mymeara the Forgworld Eldar models are listed as "A Fast Attack choice for Codex: Eldar" which makes it pretty clear which codex they count as coming from.

I would guess it's the same in IA13, but you'd have to double check the unit entry specifically.

The only mention of codex is this: " This unit is intended for use in 'standard' games of Warhammer 40000, within the usual limitations of Codex selection and your chosen form of army selection." and that they should be considered official.
Chosen form of army selection would be battleforged etc, but I'm not entirely sure what they mean by limitations of codex selection.

Other than that they just have roles and factions assigned to them.

That kinda answers the question, you need the CSM (or required Codex) to use the FW unit, so it effectively counts as a unit entry "for that Codex" meaning things from that Codex, powers relics etc work the same on it as a standard squad of say Chaos Marines.

They are part of that Codex because it states they require that Codex to function properly.

In the exact same way Single Digital or WD data sheets count as "from Codex XYZ". The only issue is it has FW stamped on it so people get bum-pained over that still for some reason.
