I'm confused why you have Noise Marines in Rhinos. They excel at shooting, you've geared them for close combat. Why not use Chaos Marines with Mark of Slaanesh instead?
Consider the Raptor Talon formation! Getting a T1 charge is a dream for
MoS Raptors, especially with a killy Lord.
I'd guess his plan is to use the Vindy to draw fire from the remainder of his list turn 1 and at least let the
CC noise marines get halfway up the board before their rhino gets popped.
Because
MoS marines aren't fearless I'm guessing.
The raptor talon won't get getting a turn 1 charge since it either starts 24" away on the board or deep strikes in on turn 2 at the earliest and would require giving up one of the very few benefits that a slaaneshi list has, which is T5

OP, about the only change I think would suggest is ditching the melta bombs and power sword on the blastmaster marines. They should be sitting up the back somewhere in their rhino, not charging forward into glorious combat. Strongly consider a havok launcher for said blastmaster units rhino with the free points. If you're going to have something sitting up the back, might as well make it useful.
One thing to keep in mind is the very real danger of splatting youre bikers with a wild vindicator shot. Oh, that reminds me, strongly consider taking daemonic possession on your vindicator, the -1BS means almost nothing but the 2+ to ignore shaken/stunned is awesome since it means you can still fire your cannon even if someone finds your side armour and sneaks a pen though.
Also, might as well run them as crimson slaughter for free fear. It's not going to matter in 90% of games, but against orks and
DE it's pretty decent for being free.
As long as you aren't going up against the big 4, I think you should be able to give a decent account of yourself with the list. As for future plans, a heldrake has a home in every
CSM list, so that's definately a thing that should be in your near future.
