Would a Leeman rus that can carry 10 people as an "assault tank" be op?
It has no main gun but 6 fireing ports.
I can see 2 fun special rules for this thing.
Using same rules as the normal Leeman rus.
special rule Extra space
Sponsons weapons can be removed adding 2 more passanger slots and 2 more fireing ports.
Special rule Extra light(couse of no turret)
Increase the movent by 2 inches.
Item that can be bought. special for this tank; Emperors radio keep people concentrated at the task at hand. Ignores crew shaken results.

Sounds like a smaller version of a CRASSUS ARMOURED ASSAULT TRANSPORT.

Why would you want a transport Russ? Guard assault transports (Crassus, Gorgon, Stormlord (depending on your interpretation of its rules)) exist to throw a 40-50-model combined melee mob at things, can you think of a single target that would be actually scared of getting charged by ten Guardsmen?

You mean like a Kangaroo Carrier?
The Leman Russ is a bit tall for such operation. The turret ring is too small.
Heck the only way I would see it working would be to build a literal bunker on top of it to hold a few troops inside. Isn't there already Chimeras with such structures on their backs? or Rhinos even?
Would be better to build a Leman Russ version of the Malcador Defender with Heavy Bolters all around it. "Leman Russ Defender" or whatever.

Yes the kangaroo is a great example.
It being slow is a yes but thats why +2 inches on movement.
One of the reason for a rus is just that i kinda dont want to use super heavys.
I think you are right that it's turret ring is too small and for it to look good i think it will look a bit more like this https://1d4chan.org/images/thumb/6/63/99590105345_ThundererSiegeTank04.jpg/250px-99590105345_ThundererSiegeTank04.jpg
But whit a rounded top whit fireing ports.

Nice but rear deployment ramp plus length.means its got disadvantage over crassus and gorgon.
Real troop ramp.makes perfect regular sense.
Yet I'm 40k will mean you having to charge round and past your transport..
Good obective holder and mobile cover though.
..
Though thinking. With no turret. No main gun and no heavy shells.
It could be said a leman Russ would be losing several tons min at least.
So longer cruise possible.
