depends how you want to go about doing it.
If you want to buy new I would suggest you do this to maximize your purchases.
Buy 2 Boxes of Lootas/burnas (same box) and 2 boxes of boyz. Take out all the bitz and you can make a total of 8 lootas, 8 burnas, 2 Mekz, 4 Tankbustas, and about 7 boyz and 2 nobz with PKs.(Boyz boxes come with the models to make 10 boyz and a nob)
Thats a good start to a waaagh.
Next your going to need at least 1 warboss, I suggest using dakka or EBAY to get a cheap one.
From there you get to choose how you want to build your army, do you want a speed freak list (Bikes/Trukkz/Wagonz) or do you want a speshulist army (Lootas, Burnas, Flashgitz, Tankbustas) or do you want a HORDE army Boyz, boyz and some more boyz. Its up to you.

Start with a Start Collecting box. The Ork box is one of the best bargains, thanks to having a bunch of units that sell poorly in 'em. Use this boxto make:
1 Painboy
1 Deffdread
10 Shootaboys
1 Rikkitboy
3 Nobs with Big Choppa
This'll leave you two unused Nob bodies for later.
Get 'em all assembled and painted and see if you're still down for Orks! The investment's small and you've gotten to see what you're in for.
Still in? Yay!
You'll want a second Start Collecting box, where you can do it all again. Yeah, just like before, only now you have a spare Painboy to stack over with the four unused Nobs. Still good!
Fire up an auction site of your choice. Look around for a few things: 1) Choppa boys. 2) Nobs with slugga and choppa 3) Some Big Shoota Boys. 4) Warboss with power Klaw. These models were all in older starter sets and still flood the market. Pick 'em up for cheap!
When they arrive, you'll have some "Proppa Choppas", a solid HQ option, and, more importantly, some big, meaty Nobs with pistols whose choppa arm is removeable. Use the Power Klaws from your two sets of Nobs to upgrade these into proper KlawNobs. Gotta love cheap bodies!
You're getting a nice Waagh going at this stage, with 2 units of shootaboys (who can now accept the Big Shoota from auction sites... trust me, there're billions of that model out there!), two groups of three Big Choppa Nobs, six Klaw Nobs for use as leaders, a unit or three of Choppaboys (depending on how many you picked up!) for them to lead (My suggested size? 24 Boys + Nob. Since this is how many you get in a starter box!), a quality Warboss, a pair of Painboys (one morethan you need, but hey) and a unit of 4 melee nobs (plus four still unbuilt!) that can serve as an 'honor guard' for your Warboss. You might be able to convert one of those unbuilt models into a standard banner as well. Give the whole group 'eavy armor, add the painboy, and suddenly you have a small Deathstar. Woo!
After that, two Loota Boxes and a box of Boys, as talked about above this, will set you up on Lootas and Burnas for a while, plus more Rokkitboys. If you manage to get three out of it (Tricky, as you're missing an arm piece that you need for two of them!), plus the two from earlier, hey, look at that! Tankbustas! And if you can only manage one, well, you're not in a terrible space.
Remember those Nob sprues? the ones chock-full of cool stuff? There's a combi-burna in the mix, and a combi-rokkit. You can use those on either your spare Nobs bodies, or on some spare Boys bodies, to make fill-in Rokkits or Burnas. This will let you make a Mek with a Kombi Shoota-Scorcha, to lead the Burnaboys, or a plain ol' Tankbusta for the Tankbusters. You're learning to kitbash Orks in the process, and finding out that you can turn their kits into some marvelous stuff.
You should have a nice bits pile by now, with 2-4 Nobs left, a few boys, and tons of spare parts. You'll be adding to that for a while. In particular, save at least one Mek backpack.
Next up, a couple of Grot boxes! You'll have been playing a few games now and run into some objective problems, and grots will fix that up. Two's plenty for now, and, again, you can get 'em cheap. I'd advise using the squighoun left arm, and a whip on the right ... you can use the staff later. Or, you can use one whip arm and one staff to be properly armed in a WYSIWYG way... nobody will really complain either way, but, trust me, you'll want those staff parts for later.
You can now put together a Big Mek, using one staff (Give it the electrical-zappy head), a Nob body, and the Mek backpack. You'll want to give him a Kustom Force Field at some point, but you don't have the parts for now, so just put all these parts in a little baggie so you don't lose any, and keep it stored in your bits box. (This is a good habit to get into, anyway. Slowly assemble the parts for a project and separate 'em from the rest!)
You can also put together a Weirdboy, using the grabba stick but adding a different head... you should have a ton of Orky parts left from the Boys and Nobs sprue. Find something neat for an icon! This'll eat either a Boys body or a nob, your call (Nob looks better!) and have a little fun with it. Again, you're loaded with spare parts.
At this stage, you've got a quality foot slogger mob. The obvious next goal is to get wheels, but I'll just hit 'post' for now... we'll come back to wheels later.

Some good advice here about putting stuff together from the various kits. I'd add a couple of things:
1. When you're mixing things from kits, try and avoid mixing arms and heads from boyz-sized models with nob-sized bodies, and vice versa. Otherwise the end results can end up looking oddly-proportioned and goofy.
2. Start small. Speaking from personal experience, it can be tempting to try and amass "everything you'll need" at once, but you can then end up with a seemingly insurmountable task putting it all together and painting it. Do a unit at a time, getting minimum numbers for using in the game, then add the extras over time. Makes the whole process more manageable and, particularly with the sort of numbers Orks tend to come in, manageable is good. Automatically Appended Next Post: I'd definitely agree that the Start Collecting is as good a place to start as any. Get one of them, get it painted up and, with the mix of units in there, it should give you a good idea of what you like painting best, and what you want to add.

I'd just bought my first batch of Orks last night, getting:
3 Mek guns, and a box of Mega armoured nobz.
Can make a Big Mek out of the nob box (but that leaves 2 nobs sitting around at home doing sod-all, 3 minimum for a unit)
Guns only need 2 grots to man them, but come with 5 each, so leaving 9 spares out of the 3 boxes, and then there's another grot that comes with the nobs, so I've got 10 grots there to form their own unit, letting me field a legal Allied detatchment.
As the others have said, basically keep looking at the codex, then at the kits, working out what you can do with the spares and such, ending up with all these other units out of the boxes.
(Pay more heed to what they've said: My startout cost 3 days wages; you can definitely get going for cheaper than that)

With bigger boyz blobs make sure you have a Painboy (the point has already been covered)
Don't buy Nobz,units of Nobz and not very cost effective. You will get a power Klaw in each boyz box, that will be enough. Do put klawz on the Nobz you need.
Do get the Lootaz as suggested. Can't get enough lootaz.
Do look at this video - 1 trukk and 1 mekk gun = 4 mekk gunz. Bargain! Orky! And effective!

Decide first hand whether you prefer Footslogging, Mechanized, or bikes
My army is mechanized with fast Trukk Boyz (and Lootaz range support) but i feel that bikes are more beneficial. That being said, the Mob Rule actually supports footslogging armies better.
Second and most important, pick units you like and would enjoy assembling and painting because Orks arent exactly good at winning. We are the epitome of action movie bad guys, and your opponents job is to utterly destroy you.

On the modellong side, a box of Nobz will give you enough bodies to build up many secondary HQs.
Ive made several Big Meks, Painboyz, Wyrdboyz, and a Boss Snikrot. Personally I love kitbashing, and the Ork range has endless possibilities.

I'd like to get a couple of boxes of my favourite kits, chop up all the bits, then stick them together in novel ways to produce unique figures then try shoehorn the resulting models into the existing codex options.
Pretty much how I do most of my armies :p.
Oh and I'd go card-hammer crazy with the old battle wagon templates and vehicle scratch building! Probably buy a bunch of chunky toys, smash them into pieces and rebuild them as scrappy ork vehicles.
Exciting just to think about it, really!

Oh, if you want new, instead of auction, versions of Sluggaboys and the static Nobs that beg for Power Klaws, the Battle for Vedros sets come with 'e,. (And also the Warboss and a pair of Big Shoota Boys) ... grab a couple of boxes and split the marines with a friend to get them into the hobby, too!
It adds up *fast*.

If I had to start from scratch and would want to start with non second hand models then I would probably start with this: https://www.revell-shop.de/index.php?cl=details&artnum=00083 It will give you - A deffkopta you will want to have one of those. You can't buy them in a GW store and they are great in the game. - A warbozz that wou will want to convert to a Mega armoured warbozz. - And some nobz, big shoota boys to test your colour schemes on. These are probably not going to be in most of your games, but they are perfect to test your painting skills on. for only ~ half the cost of a start collecting box. And guess what it contains no sucky deff dread. If you painted all this all and converted your warlord to a mega armoured warbozz then you just have to ask yourself the question Did I enjoy painting ork bodies. A) No -> buy a set of killa kans. Do you like those ? Stick with them and make a walker army. Don't you like those sell all your orks. B) Yes, but I would not want to paint more than 30 of them and I enjoyed the deffkopta more. -> Go and look into biker builds. Buy a set of bikes. do you like to paint them ? Buy an other set and paint it. Did you not like it sell all your orks B) YES, and I would love to paint 10x this amount of orks -> Look into truck builds or other balanced builds. Buy 1 kit at a time paint them all.Store all your bits then buy the new one. C) YES, and I like to paint 20x -30x the amount that I just painted. -> Look into ork horde builds. Buy a box of boyz paint them all do you still feel the same continue, if not do not continue. D) Kinda but I loved converting my warbozz into a mega warbozz. -> Take a look at Imperial armour 8 and look around on the net for conversion idea's. You will be having a blast building things like grott tanks, and all the other strange exotic ork stuff.

Thanks for all the awesome posts and tips, It's very helpful ^_^ I dident know the Battle for Vedros stuff had been released in europe, That would be a easy way to get a Deffkopta. ^_^
I'm gonna poke a friend and see if he is willing to sell me some of his orks too, He has like 10 000+ points of Orks, That he hasent used in ages and even when he plays Orks he rarely plays more then 2000 points (Exept during apocalypse when he plays 5000 points of orks) I think he has even more thats not assembled yet too.. He bought it all second hand ages ago.

I have a question, What would be a easy way for someone with no conversion experience to make a Ork Warboss on bike? And would a Warboss on Bike in a unit of Warbikers be good to have?
Been thinking a bit, And i'm considering making a speedy ork army. Units in trukks and battlewagons and some bikers and stuff ^_^
