First pic, Looks like either textured paint or dirt/sand mix over some modelling putty. (Giving the height)
Second pic I would say is definitely some modelling putty. Looks like green stuff, heavy on the yellow component.
You can find lots of different varieties online which are probably cheaper then GW's green stuff.

No way the second is greenstuff, it's more than likely Milliput

Yeah second picture is Milliput, its a yellow color when mixed up.
The first one looks like some rocks and sand, maybe something underneath to add height to it. They have sand in colors so I don't think it was painted, just the color it came as.

Here's another pick of the "sandy" base.
Ok, let's say it's sand. How did he manage to have the effects on the legs and foot as well?
I feel like it's drybrushed with something. Not sure what tho.

just my opinion, it's probably some texture paint - looks a lot like Vallejo's sandy earth to me - or simply filler, plus sand as mentioned earlier. Details aren't clear on the legs, at least to me, but whoever made it, could have put some weathering powder of a sandy colour on the legs and a bit on the top of the base to help it blend in. Doesn't look drybrushed to me. It could have also been possibly stippled on though, but without being able to see a bit better, can't quite tell.
Anyway hope that helps.

Its probably filler + weathering pigment.
