I am trying to create a fluffy, fun Eldar list for friendly games with all my 40k friends, and wanted to know if this army would be any good. My fluff is that the Saim Hann Eldar and Sa'cea Tau are working together against the Spess Mehrens of Empra for some reason.

Well, you cannot have an Allied detachment that is that same faction as your WL, so unless one of the Riptides is you WL, you need the label the "Allied Eldar" as just another CAD.

That said, I really don't think you need 3 Farseers, especially if you only have bikes & spiders. I would drop the 3rd Seer and field all Eldar in a single CAD.
With the left over points, I would add a Warlock and 2 more Jetbikes. The list will look like this:

... but if I don't take the third Farseer that's three less chances to roll Invisibility! That doesn't seem very fluffy to me.

What are trying to make Invisible? You don't have any "good" units for that. If you had a CC WK in the list, sure, but units of 3 Windriders or 5 Spiders are meant to be MSU. If you cast Invis on them, your opponent will just ignore that unit and shoot down your other units.
The WG in the Serpent are your only decent unit to Invis and they have to:
A) be outside the Serpent to be cast on
B) close to the enemy, where your Farseer does not wish to be, note even with a 24" buffer and
C) Will be a sizable points investment for a unit that will still get tarpitted by units half there cost

You want Shrouded, sure, but otherwise, Guide and Prescience are the powers you really want. 2 Seers are enough for that. I recommended the Warlock for easy access to Conceal just in case.

Your list might be "fluffy" but it's really not. All scat bikes and a riptide wing? If you want it to be fluffy, drop to a 1/3 special weapons on the bikes. Full scats with spiders is pretty much power gaming in all its glory.

I don't see anything unfluffy about all Scatterlasers.

I do see something unfluffy about adding in a Riptide Wing. That stinks of cheese.
